Job summary

Colliers Engineering & Design is seeking a Transportation Construction Inspection Project Manager to join our team in Pennsylvania. You will oversee multi-disciplinary projects for public agencies, manage inspections, and build strong client relationships to pursue work and meet financial goals.

The role requires 8+ years in engineering, and a Civil Engineering degree; PE or NICET certifications are preferred.

Qualifications

  • 8+ years of engineering experience with broad knowledge in transportation and construction.
  • Bachelor's or Master's degree in Civil Engineering preferred.
  • Professional Engineer (PE) preferred.

Responsibilities

Overview

Colliers Engineering & Design is seeking a Transportation Construction Inspection Project Manager to join our Construction Engineering & Inspection Division in Pennsylvania.

Colliers Engineering & Design's professional engineers and technicians successfully oversee project construction from pre-construction through finalization with an outstanding track record for cost and schedule containment. Our ACI, SAT, and NICET certified construction professionals have extensive on-the-job experience in supervision, observation, safety oversight and inspection with ongoing training that ensures required daily schedules are adhered to and all materials are procured and constructed according to plans and specifications. We work with our clients to achieve the optimum value, schedule, and project quality for heavy highway, single and multi-span bridges, intersection and traffic signal improvements, marine improvements, water/wastewater transmission, building and vertical project management, park and recreation construction, and condition assessment and asset inventory.

Our construction professionals understand the impact construction projects have on the surrounding communities and foster public relations and communications with the local business owners, residents, and elected officials in the surrounding communities.

Responsibilities
  • Managing multi-disciplined projects for public agencies.
  • Provide Project Management for all Construction Inspection projects.
  • Build and maintain client relationships including fostering relationships with clients and pursuing work.
  • Achieve or exceed the financial goals for the project.
  • Organize cross-functional activities, and coordinate project activities for the completion of the project (i.e., project deliverables, schedule and budget).
  • Management and oversight of plans, specifications, cost estimates, reports and preparing final bid packages for state highway and interchange improvement projects.
  • Providing guidance for inspection staff, review, recommend and process change orders, partial payments and closeout of projects.
  • Review shop drawings for horizontal & vertical alignments, drainage plans, construction staging/traffic control plans, signing & pavement markings plans, utility coordination, sub-consultant coordination, and preparation of right-of-way plans for various type of projects and clients.
  • Establishing working relationships and interfacing with client technical staff and project managers.
  • Participating in project decisions regarding technical approaches, cost and schedule performance.
  • Preparing technical and cost proposals.
Qualifications
  • 8+ years of engineering experience with broad knowledge and experience in transportation and strong technical skills in construction.
  • Bachelor's or Master's degree in Civil Engineering preferred.
  • Professional Engineer (PE) preferred.
  • PennDOT Concrete Technician Certification preferred.
  • NECEPT Field Technician Certification preferred.
  • NICET Level III Certification or higher in Highway Construction preferred.
  • Formal training in project management is preferred.
  • Microsoft Office Suite is required.
  • Good understanding of project contract's terms and conditions is expected.
  • Strong oral and written communication skills.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
