Job summary

Duke Energy Florida seeks a Road Right of Way Permitting Engineering Technologist to lead permitting activities for transmission projects. This role provides technical expertise, strategic oversight, and manages offsite contractors who create road right‑of‑way permits for state and local authorities.

Hybrid work arrangement after onboarding with three days per week onsite at the Lake Mary office. You will oversee regulatory compliance, track permit costs and expirations, coordinate with FDOT,

Qualifications

• Associate's degree in Engineering Technology required or equivalent with related experience if not holding the degree.
• In lieu of an associate's degree, a High School/GED plus 2 years of related work experience is acceptable.

Responsibilities

• Manages consultants preparing and submitting permits.
• Prepares, submits, and tracks local, state, federal, railroad, and FDOT permits.
• Oversees regulatory compliance including permit conditions, renewals, and amendments.
• Manages agency relationships and responses to governmental requests.
• Keeps informed of evolving permitting requirements.
• Supports emergency permitting to enable rapid restoration efforts.

Position Summary

The Road Right of Way Permitting Engineering Technologist position is not part of a standard progression. This Engineering Technologist position will oversee Duke Energy Florida Transmission permitting activities by providing technical expertise to solve complex problems and utilize leadership skills to resolve issues and concerns related to Permitting in the State of Florida. The successful candidate, with minimal supervision, will engage in strategic oversight and management of transmission Permitting activities, while managing offsite contractor teams which create road right of way permits for submittal and approval to various State of Florida cities, counties, and Florida Department of Transportation jurisdictions for internal Duke Energy projects. Successful candidates are expected to have advanced skills and the ability to work independently.

Transmission Line projects:

• May span multiple jurisdictions on a single project.
• Require frequent interaction with railroads, FDOT, and FAA
• Depend heavily on construction sequencing and right‑of‑way constraints.

Role Specific Responsibilities

The Permitting Agent provides centralized ownership of permitting activities, including:

• Management of consultants preparing and submitting permits,
• Preparation, submission, and tracking of local, state, federal, railroad, and FDOT permits,
• Regulatory compliance oversight, including permit conditions, renewals, and amendments.
• Management of agency relationships and responses to governmental requests.
• Stay informed of evolving permitting requirements.
• Support for emergency permitting to enable rapid restoration efforts.

This role directly supports schedule performance, regulatory compliance, and cost management for Transmission projects.

Required/Basic Qualifications

• Associate's degree in Engineering Technology
• In lieu of associate's degree(s), High School/GED AND 2 year(s) related work experience

Desired Qualifications

• Prior experience obtaining and managing permits with governmental agencies.
• Good written and oral communication skills.
• Experience in the utility industry.
• Demonstrates skills applying leadership in the areas of technical project management, program oversight, and/or governance.
• Willingness and comfort in speaking to internal and external groups in permitting expertise while negotiating new processes and practices.

Working Conditions
