Job description

The individual(s) in this position will have the responsibility of coordinating and overseeing contracted testing and technical service interests for Transmission and Distribution substation projects, as well as special assignments relating to the safety and reliability of other substation activities in partnership with Utility Operations, Construction & Design Services, and Transmission & Substation Services.

Responsibilities include:
  • Continually seeking to improve the safety climate by controlling and reducing exposure for self and others. Monitoring and promoting the use of human performance tools and practices to protect people and system reliability
  • Ensuring adherence to all safety, quality, and FirstEnergy specifications
  • Participating in project status updates meetings with Project Managers and contracted resources
  • Understanding the construction scope of assigned projects, including any potential problems and constraints that would delay in-servicing or cause significant interruptions
  • Assisting with constructability reviews and post project lessons learned discussions
  • Estimating testing schedules from work planning meetings. Confirming resource needs on impending projects to ensure adequate staffing levels
  • Supporting the development of contract service burn rates and track against project estimate and forecast
  • Ensuring all service providers have the necessary specifications, setting and drawings to complete work safely and effectively
  • Clearly articulating quality requirements for all vendors working on construction activities
  • Coordinating on-site testing activities with Construction Site Coordinator, Commissioning Engineer, and local FE substation personnel
  • Monitor, review, and address concerns with switching schedules and special contingencies
  • Proactively inspecting testing records and ensuring documentation is being completed in accordance with compliance requirements
  • Confirming test reports are complete, accurate and uploaded into appropriate systems of record
  • Ensuring closure of Cascade Mx Orders, including WOI and Day-Zero orders
  • Pursuing the redline process so that as-built drawings are accurate and returned within required timeframe
  • Inspecting work performed by contractors againstdesign and construction standards
  • Supporting unplanned outage investigations. Developing and sharing Operating Experience reports to support a continuous learning environment
  • Consistently looking to improve site conditions. Helpingprepare for functional testing and commissioning
  • Understanding the typicalrisks on a transmission construction project. Implementing a risk management plan for any testing hazards
  • Documenting project site meetings that address issues such as safety,performance, quality control, or adherence to construction schedules
  • Maintaining awareness of procedures and policies designedto comply with ethics standards. Consistently applying ethical decisions in working with stakeholders (external and internal)
  • Identifying long-term incomplete items and assistwith Issues Databaseentries

An employee hired as the Transmission Inspector III level will be expected to perform all the above responsibilities with more proficiency, and in a more independent manner. Further, the Transmission Inspector IV level employee will be assigned additional responsibilities related to those above.

Qualifications at the Transmission Inspector II level include:
  • 3 years ofexperience in utility, commercial or industrial construction is preferred.
  • Experience in electrical substation construction and/or maintenance required.

  • Demonstrated ability in using Microsoft Office tools, includingExcel, PowerPoint, and Word.

  • Sound analytical abilities involving complex problems; exercisesound judgment.
  • Demonstrated experience in accomplishing responsibilities in a timely manner.
  • Strong teamwork and interpersonal skills to aid in the resolution of complex issues.
Qualifications at the Transmission Inspector III level include:
  • 5 years ofexperience in utility, commercial or industrial construction preferred.
  • Experience in electrical substation construction and/or maintenance required.
Qualifications at the Transmission Inspector IV level include:
  • 8 years ofexperience in utility, commercial or industrial construction preferred.
