Job summary

The State of Hawai'i, Department of Business, Economic Development and Tourism, seeks a TOD Manager to guide the Transit Oriented Development program. You will lead the 24-member TOD Council and collaborate with state and county agencies to advance smart growth and TOD strategies.

You’ll formulate policy, manage grants, and prepare CIP and operating budget requests while aligning with the Hawaii TOD Strategic Plan and state planning goals.

Qualifications

• Bachelor's degree from an accredited college or university.
• Experience in public planning, policy analysis, and coordinating multiple agencies.
• Ability to lead, organize and communicate complex programs and budgets.

Responsibilities

• Formulate, manage and direct the Transit Oriented Development (TOD) program.
• Direct the TOD Council and coordinate state and county TOD agencies.
• Prepare budget requests for TOD operating funds and CIP; seek funding from the Legislature.
• Solicit proposals, award and manage grants related to TOD and smart growth.
• Develop policy recommendations and guidance for TOD and smart growth under HRS § 225M-2(b)(10).
