Job summary

Lincoln County is seeking a Transit Department Director to lead the Transit Department and oversee policy, budgeting, and staff. The role involves implementing Board policies and managing statewide programs across buses, Dial-a-Ride, and related operations.

The position requires a Bachelor’s in Business Administration, 5+ years in public transit, and a CCTM or ability to obtain within 12 months. Oregon driver’s license within 30 days.

About The Department
  • 25-28 employees including drivers, dispatch, and administrative staff
  • Approximately $10.5 million 2026/2027 Budget
  • 9 active bus routes including a Coast to Valley Express connecting Newport residents to Corvallis and Albany
  • 19 busses in fleet that travel approximately 550,000 miles annually
  • 296,596 rides were provided during FY 2025/2026
  • Dial-a-Ride services offered

Under the direction of the County Administrator, the Transit Department Director is responsible for the general management, administration, department policy development and implementation, planning and direction of the Transit Department and is responsible for supervising all employees of the Transit Department.

This role also involves implementing policies set forth by the Board of Commissioners (BOC). The person in this position plans and manages the annual District operating budget and work plans and acts as Federal Transit Administration Drug & Alcohol Program Manager.

Education & Experience

  • Bachelor's degree in Business Administration
  • Five years of public transit related experience, including program development and management, grant writing, budget development and oversight, supervision of employees and volunteers.
  • Any satisfactory equivalent combination of experience and training which clearly demonstrates the ability to perform the above-described duties as determined by the County.
  • Certified Community Transportation Manager (CCTM) certification or the ability to obtain within 12 months of hire required.
  • Oregon Driver's License required within 30 days of hire.
