Job description

This position is located in the Office of the Commissioner for Patents, Office of Patent Information Resources (OPIR), Automation Training Services Division (ATS). OPIR supports the development and implementation of technology systems, tools, and information resources for Patents and improves patent examiner effectiveness through automation training, technology programs, web-based resources, outreach communications, and multi-media services. You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Training Instruction Series 1712.

BASIC REQUIREMENT

Applicants must meet A or B below to satisfy the basic occupational requirement for Training Instruction Series 1712, all grade levels.

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
Specialized Experience

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade level in the federal service.

GS-12

To be qualified for the GS-12 level, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade level in the federal service: For this position, the next lower grade level is GS-11. Specialized experience includes:

  • Developing instructional materials and determining training tools to support program objectives; AND
  • Monitoring instructional technologies to improve training delivery; AND
  • Evaluating adult training programs or instructional materials to provide feedback and recommendations for improvement; AND
  • Analyzing training requirements and recommending instructional strategies or delivery methods.
GS-13

To be qualified for the GS-13 level, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade level in the federal service: For this position, the next lower grade level is a GS-12. Specialized experience includes:

  • Planning and developing adult training programs, curricula, or instructional solutions to support program objectives; AND
  • Providing technical consultation and guidance to managers or stakeholders on training programs, instructional strategies, or program improvements; AND
  • Leading the development and implementation of new or enhanced training methods, instructional technologies, or program improvements; AND
  • Developing or delivering training on automated systems, software applications, or technology tools, including evaluating training needs related to system enhancements or new technology.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
