Job summary

Air Force Reserve Command – Mercy Health Systems Trauma Training Program
This Position Is Contingent Upon Bid Award

  • Citizenship Requirements: U.S. Citizen required for applicable USAF/AFRL facility and Government IT access unless an authorized exception applies.
  • Clearance Requirements: Minimum Tier 1 Background Investigation (T1/SF85) for required system or controlled-area access. This is a position-of-trust investigation and is not a security clearance.
  • Type of Employment: Full-Time, 1 FTE. Contractor Position with W-2 employment through Fidelity Partners.
  • Annual Labor Hours: 1,880 hours during the base period.
  • Period of Performance: September 30, 2026 through September 29, 2027, with a potential six-month extension of services.
  • Estimated Compensation: $37.25 per hour.
  • Work Arrangement: Primarily on-site at Mercy Health Hospital. Temporary alternate work locations, including telework, may be authorized by the Government as circumstances dictate.
  • Paid Time Off: Up to 80 hours per year, accruing from the date of hire.
  • Sick Leave: Up to 56 hours per year, accruing from the date of hire.
  • Paid Federal Holidays: Eleven (11) paid Federal holidays.
Summary of Services

The Training Program Administrator will support the Air Force Reserve Command (AFRC) Mercy Health Comprehensive Medical Readiness Skills and Trauma Training Program in St. Louis, Missouri. The position provides administrative, scheduling, logistical, stakeholder coordination, and program-management support necessary to facilitate didactic and hands‑on clinical training for Air Force Reserve medical personnel.

The Training Program Administrator will collaborate with military leadership, Mercy Health educators, civilian healthcare personnel, universities, military organizations, and other stakeholders to coordinate medical readiness training across contracted Mercy Health locations.

Working Hours
  • Monday: 6:30 AM – 3:30 PM
  • Tuesday through Friday: 7:00 AM – 4:00 PM
  • One weekend per month: Reserve Unit Training Assembly (UTA), Saturday and Sunday, 7:00 AM – 3:30 PM

Days off surrounding the monthly UTA weekend will be coordinated according to training requirements. Occasional after-hours work may be required in support of specific program activities, and the work schedule may be flexible based on mission needs.

Mandatory Qualifications
  • Minimum undergraduate degree in Healthcare Administration; OR an undergraduate degree in a business-related field with five (5) years of proven experience as a healthcare administrator, certified project manager, or in a related area.
  • Extensive knowledge and understanding of applicable Air Force and professional standards.
  • Knowledge of military and civilian guidelines governing applicable policies and procedures.
  • Ability to execute a company Non-Disclosure Agreement (NDA) as required by the contract.
  • Strong organizational, administrative, interpersonal, written, and verbal communication skills.
  • Ability to coordinate effectively among military leadership, healthcare personnel, universities, legal divisions, and other internal and external stakeholders.
Highly Desired Qualifications
  • Master's degree in Healthcare Administration, Business Administration, or a related field.
  • Prior experience in a healthcare environment involving clinical trauma, Emergency Room (ER), and/or Intensive Care Unit (ICU) operations.
Duties and Responsibilities
  • Successfully complete Mercy Health's annual tour orientation program within the first 60 days.
  • Establish and maintain positive, collaborative relationships with military leadership, Mercy Health personnel, external partners, and other stakeholders.
  • Provide professional verbal and written communication, including reports, correspondence, technical documentation, meetings, presentations, and briefings.
  • Assist with Mercy Health Systems informational tours and coordinate site logistics, parking, meeting rooms, refreshments, itineraries, and departmental support.
  • Collect, review, file, and report After Action Reports (AARs) and surveys from units and personnel completing annual training.
  • Present AAR and survey results at quarterly staff meetings.
