Description

Rural Health Transformation Program (RHTP) advances strategic investments to strengthen rural Massachusetts communities by improving healthcare access, outcomes, and long-term well-being. The program focuses on expanding access to care, improving population health, and scaling systems to meet rural needs. Key initiatives include workforce development, innovative care models, population health advancement, EMS integration, community prevention, technology interoperability, and facility modernization. Supported by close to $800 million, a five-year investment, RHTP aims to sustainably transform rural healthcare delivery and enhance health outcomes across the state.

The Training Healthcare for Retention, Innovation, & Excellence (THRIVE) Program Coordinator provides overarching project and operational support for the THRIVE initiative. This role is responsible for developing and overseeing detailed project plans, including timelines, budgets, data collection strategies, and risk mitigation approaches to ensure successful implementation of multiple interrelated program components.

The position plays a central coordination role across internal MassHealth teams, DPH, EHS, external partners, and community stakeholders. The THRIVE Program Coordinator ensures consistent project governance, alignment of timelines and deliverables, and effective communication across workstreams.

This role supports the THRIVE Initiative and RHTP leadership by preparing reports, presentations, and briefing materials; performance tracking and compliance with federal and state requirements; and coordinating evaluation activities. Given the complexity of implementing multiple programs simultaneously across agencies, this position ensures strong project oversight, fiscal accountability, and risk management to achieve program goals and support system transformation.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

1. Strategic Project & Initiative Coordination

  • Support the development and maintenance of comprehensive project plans, workplans, and implementation timelines across all THRIVE program components.
  • Support the development of policy objectives into actionable implementation strategies across THRIVE program areas.
  • Ensure alignment of activities across MassHealth, DPH, and EHS to support coordinated implementation.
  • Establish project governance structures, including regular cross-agency meetings and reporting cadences.
  • Identify risks, dependencies, and critical path issues and implement mitigation strategies.

2. Cross-Agency Coordination

  • Support cross-agency coordination efforts to ensure consistent interpretation and implementation of THRIVE-related policies across MassHealth, DPH, and EHS.
  • Formulate interagency coordination protocols, including communication standards, decision-making frameworks, and shared accountability structures.
  • Advise leadership on policy implications of program design and implementation decisions, particularly where cross-agency impacts exist.

3. Budget Strategy, Oversight & Compliance Policy

  • Formulate and recommend policies governing budget development, allocation, and financial tracking for THRIVE programs.
  • Ensure financial management practices align with federal and state regulatory requirements and establish internal controls and procedures to support compliance.
  • Advise leadership on funding strategies and policy considerations related to program sustainability and resource allocation.

4. Performance Measurement and Reporting

  • Develop and implement policies and standards for performance measurement, data collection, and program evaluation across THRIVE initiatives.
  • Establish consistent metrics, reporting frameworks, and data governance protocols to ensure accurate and comparable performance tracking.
  • Ensures maintenance of accurate Initiative-level records and documentation to support audits, compliance reviews, and federal reporting requirements.
  • Supports preparation and review of required federal reports, including Centers for Medicare & Medicaid Services (CMS) required reporting and supporting documentation.

Preferred Qualifications:

  • Strong knowledge of project management principles, including planning, scheduling, budgeting, governance frameworks, and risk management.
  • Experience developing or implementing cross-agency policies and procedures.
  • Ability to manage complex, multi-stakeholder projects simultaneously and to respond to changes in priorities in a flexible manner within a fast-moving work environment.
  • Knowledge of healthcare workforce development, rural health care systems, or public health initiatives.
  • Skill in data analysis, performance tracking, and reporting.
  • Understanding of best practices for relationship building and effective collaboration with the ability to foster a culture of diversity, respect, and inclusion.
  • Skills related to problem solving, consensus building, conflict resolution and team building.
  • Ability to interpret and apply regulatory and funding requirements.
  • Proficiency in Microsoft
