ORGANIZATIONAL UNIT
Responsibilities
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:
- Operations Coordination Department (Office of the Deputy to the Director) (DDR)
- Projects, Partnerships & Digital Skills Department (PPS)
- Digital Networks & Environment Department (DNE)
- Digital Knowledge Society Department (DKS)
The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.
BACKGROUND INFORMATION
The International Telecommunication Union (ITU) is the United Nations specialized agency for information and communication technologies (ICTs). Founded in 1865 to facilitate international connectivity in communications networks, the ITU allocates global radio spectrums and satellite orbits, develops the technical standards that ensure networks and technologies seamlessly interconnect and strives to improve access to ICTs to underserved communities worldwide. ITU is committed to connecting all the world's people, wherever they live and whatever their means. ITU’s work is driven by the purpose to protect and support everyone's right to communicate.
As part of its efforts to bridge the digital divide and advance the Sustainable Development Goals (SDGs), ITU implements a wide range of programs aimed at improving digital access and skills globally. The Training of Trainers (ToT) on Introduction to Computer and Mobile Digital Literacy for Persons with Disabilities (PwDs) is a key initiative to advance digital inclusion in the Pacific region, with a focus on empowering trainers to work with individuals with visual impairments. This training supports the United Nations Convention on the Rights of Persons with Disabilities (CRPD), ensuring equal access to digital technologies for PwDs.
The program will consist of an in-person workshop followed by online sessions for reinforcement, aiming to equip national trainers with the skills needed to teach digital literacy to visually impaired individuals in Pacific Island countries, particularly within the Smart Islands locations.
Assignment Goals and Objectives
Equip at least 10 national trainers per target country with the pedagogical and technical skills to deliver accessible computer and mobile-device literacy training to visually impaired learners.
TERMS OF REFERENCE
Under The Guidance Of The Regional Director Of The ITU Regional Office For Asia And The Pacific Region And In Coordination With The Programme Officer (ITU Regional Office For Asia And The Pacific), The Consultant Will
- Develop and customise training modules, design a comprehensive training curriculum, using existing modules, focusing on digital literacy for visually impaired individuals, including the use of accessible features and assistive technologies on ICT devices (e.g., screen readers, Braille display, smart phones).
- Conduct in-person training, lead the workshop in selected Pacific Island countries, providing theoretical and hands-on training to national trainers.
- Coach and supervise national trainers during hands-on practice sessions with visually impaired and sighted participants with appropriate pedagogical approach to ensure effective delivery of the content to visually impaired participants in future training.
- Conduct online follow-up and reinforcement sessions for national trainers to help them solidify their skills and ensure their competency in delivering digital literacy training.
- Provide support in customization and adaptation, tailor the training content to the unique cultural and technological contexts of the Pacific Island region, and address specific challenges related to digital infrastructure for visually impaired individuals.
CONCRETE DELIVERABLES
- Submission of a revised, fully accessible training module and curriculum for visually impaired individuals, including participant handouts and guidelines specific to target country(ies).
- Delivery of a workshop completion report on in-person workshops delivered in selected Pacific Island countries, including reports on the training outcomes.
- Successful training and equipment of at least 10 national trainers per country to deliver digital literacy training in their respective countries.
- Follow-up on conducted online training sessions, with submission of a report on the progress of trainers.
COMPETENCIES
- Expert command of screen-reader software (NVDA, JAWS, VoiceOver, TalkBack), Braille displays, magnification tools, and mobile accessibility settings.
- Capability to design curricula using Universal Design for Learning (UDL) principles for mixed-ability adult cohorts.
- Proficiency in creating materials in DAISY, EPUB 3, tagged PDF, BRF, and large-print formats.
- Skilled in running accessible virtual sessions (Zoom, Teams) with keyboard-only navigation, captioning and audio description.
- Ability to coordinate with OPDs, ministries and telecom regulators to align training with national digital-inclusion initiatives.
- Demonstrated knowledge of accessible ICT tools and assistive technologies for visually impaired persons (e.g., screen readers, mobile accessibility tools).
- Strong interpersonal and communication skills, with the ability to coach and mentor trainers from diverse backgrounds.
Education
QUALIFICATIONS REQUIRED
University degree in education, adult learning, ICT, curriculum development, engineering, innovation, digital skills, teaching sciences or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of a university degree in one of the fields above. At least ten (10) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA) may be considered as a substitute for the university degree. An advanced university degree would be an advantage.
Experience
At least five (5) years of experience in delivering digital literacy training to persons with visual impairments.
Experience localising content for low-resource, low-bandwidth environments in the Pacific.
Proven experience in training trainers, ideally in the context of Pacific Island countries or other low-resource environments.
Previous experience working with organizations representing persons with disabilities, especially in the Pacific region, is an advantage.
Languages
Knowledge of English language at advanced level.
REMUNERATION INFORMATION
Between USD 250 – USD 280 per working day to be defined according to the work experience of the consultant.
