Job Description
The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The vision of the DFCH is that every child, woman, and family recognize their power and is given the opportunity to reach their full health and development potential. Within the DFCH, the Maternal and Child Health (MCH) Unit plays a key role in operationalizing this vision by supporting and promoting breast/chest-feeding, infant safe sleep practices, and home visiting services to pregnant and parenting families through the implementation of citywide coordinated intake and referral (CI&R) system and other technology platforms.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
  • Provide direct supervision and training of Training Specialists and Navigator Team Leaders hired for the New Family Home Visits initiative.
  • Manage CI&R and NHVP case management system data reporting, quality assurance and quality improvement activities.
  • Develop platform policies, procedures and protocols.
  • Collaborate with the Project Manager and platform vendors to address technical issues related to New Family Home Visits technology platforms.
  • Provide oversight, management and reporting of performance benchmarks and goals.
  • Collaborate with the Research and Evaluation Unit regarding CI&R and NHVP case management system evaluation and reporting.
  • Develop and provide training, evaluate technical assistance curriculum materials to ensure fidelity to program models and align best practices in the field as determined through literature reviews.
  • Write abstracts and manuscript drafts on program implementation and impact for dissemination to peer-reviewed journals.

PREFERRED SKILLS:
  • Experience working with coordinated intake systems and commonly associated software platforms (e.g., Unite Us, Findhelp)
  • Experience working with electronic medical records and/or large data sets, such as birth certificate records
  • Knowledge and experience in the development and implementation of data reporting, quality assurance and quality improvement projects
  • Strong analytical and critical thinking skills to support strategic planning and execution of activities
  • Technologically proficient in commonly used data analysis and spreadsheet software
  • Strong leadership qualities, with at least 5-10 years of supervisory experience leading a large team
  • Excellent organizational, communication, presentation and writing skills, with a high attention to detail
  • Experience in public health, particularly maternal and child health, early childhood development or related field
  • Possesses an understanding of adult learning principles and can provide training and technical assistance that is evidence based and/or evidence informed
  • Demonstrates discretion and can work with internal and external stakeholders

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
