This is a non-civil service position. Eligible candidates will be required to complete a criminal background check and fingerprinting as part of the final consideration process.

Position Summary

The Baltimore City Office of Emergency Management seeks a Training and Exercise Coordinator responsible for developing and coordinating drills and exercises to test the city’s disaster response capabilities, adhering to federal guidelines and Homeland Security Exercise Evaluation Program (HSEEP) standards. The role involves serving as a key resource for emergency preparedness training and ensuring all activities are HSEEP compliant.

Essential Functions
  1. Develop and maintain the city’s multi-year training and exercise plan and Integrated Preparedness Plan.
  2. Assist with THIRA and Hazard Mitigation plan development.
  3. Coordinate and conduct preparedness and response training sessions, workshops, and forums for stakeholders.
  4. Participate in and evaluate emergency management training, workshops, and conferences.
  5. Design and oversee emergency response exercises and drills.
  6. Coordinate with Outreach Team for CERT training.
  7. Support emergency plan development and improvement initiatives, including After Action Reports (AAR).
  8. Staff the Emergency Operations Center and serve as a Duty Officer outside regular hours.
  9. Act as the city’s liaison to UASI for training and exercises.
  10. Perform other duties as required, including after-hours support.
Qualifications

Education: Bachelor’s degree in Emergency Management, Fire Science, Homeland Security, Education, or related field from an accredited institution.

Experience: Minimum of two years conducting classroom training; HSEEP training preferred.

Knowledge, Skills, and Abilities
  • Understanding of emergency management training and exercise principles, including HSEEP compliance.
  • Ability to deliver effective training and evaluations.
  • Strong communication and interpersonal skills for stakeholder engagement.
  • Excellent organizational and time management skills.
