Qualifications

• Bachelor's degree and four years of professional experience in training, systems analysis, behavioral health or substance abuse, management analysis, program planning, research or editing.
• Two years of experience preparing written responses to high-level documents.
• Two years of experience developing and facilitating training programs.
• Two years of experience in behavioral health and/or substance abuse.
• Master's degree can substitute for one year of experience.
• Professional experience can substitute for education on a year-for-year basis.

Responsibilities

• Develop behavioral health training including substance abuse and mental health regulation; design systems and procedures.
• Conduct training, assessments, studies, surveys, and report writing.
• Provide technical assistance and editing to department staff, vendors, and stakeholders.
• Train related data collection and analysis; manage records and ensure compliance with program.
• Interview personnel and observe operations to improve unit functions and processes.
• Prepare manuals and train workers on new forms, reports and procedures.
• Design, evaluate, approve changes based on training needs and analysis.
• Research and recommend purchases; provide training assistance and guidance for programs.
• Review legislation and analyze projected effects; monitor compliance with funding rules.
• Plan studies, gather information, analyze data, and propose new systems or procedures.
