Manager Job Description

As a National Association of State Departments of Agriculture (NASDA) Enumerator Manager, you will be responsible for leading human resources functions and survey management for a team of coaches and enumerators in an assigned region. If you are detail-oriented, enjoy working with technology, and have experience in human resources and/or managing projects and teams, you may succeed in this role.

NASDA and NASS are transforming the enumerator environment to ensure efficiency in data collection, support enumerators, and streamline human resource functions. NASDA Enumerators play a crucial role in serving our agricultural producers by providing reliable, accurate, and objective statistics and information that farmers, ranchers, and rural communities depend on.

ABOUT THE POSITION

The Manager reports to the regional Associate Director and leads a team of up to 5 Coaches and approximately 70 Enumerators.

The essential functions of the position include, but are not limited to:

  1. Manage Human Resources (50%)
  • Manage bi-weekly payrolls, ensuring accuracy and timeliness
  • Recruit and onboard enumerators
  • Manage employee files with required information
  • Oversee evaluation, promotion, and award programs
  • Ensure success through training, feedback, and termination when necessary
  • Facilitate reporting on injuries and insurance claims
  1. Survey Coordination (30%)
  • Allocate survey work efficiently among enumerators in the region
  • Manage survey progress with coaches and enumerators
  • Control survey costs including overtime, hours, and mileage
  • Participate in field and classroom training sessions
  1. General Duties (20%)
  • Provide feedback to improve data collection and HR systems
  • Support a positive enumerator experience by collaborating with regional teams
  • Perform other duties as assigned under the NASDA-NASS Cooperative Agreement

QUALIFICATIONS

  • Minimum of 3 years' experience in data collection, human resources, agriculture, or related fields; supervisory experience preferred
  • Project management skills including budgeting, staffing, and communication
  • Proficiency with online survey tools, HRIS systems (e.g., iHire, iSolved), Microsoft Office, Google Workspace, and Zoom
  • Strong critical thinking, judgment, and problem-solving skills
  • Excellent leadership, interpersonal, and relationship-building skills
  • Exceptional verbal and written communication, including presentation skills
  • Ability to work in a fast-paced, deadline-driven environment
  • Willingness to learn new skills and technologies
  • Ability to travel regionally several times per year
  • Ability to pass a federal background check

SALARY RANGE: Hourly from $23.50 to $32.00, based on experience and skills.

WORK SCHEDULE: Part-time, approximately 20-30 hours/week. Remote position, but candidates must reside in MO, IL, KY, TN, NC, SC, GA, FL, or AL.
