Job summary

At the full performance level (GS-12) the role focuses on policy formulation, long-range planning, annual work plans, interpretive planning, and partnerships with federal, state, and local agencies, volunteers, and partners.

Summary

Major Duties

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: Serves as the program manager for the Overmountain Victory National Historic Trail (OVVI). Responsible for implementation of the comprehensive management plan and administration of the trail under the authorities of the National Trails System Act, and the National Park Service. Directly engaged in the formulation of policies, long-range objectives, short-term work plans, long-range interpretive planning, visitor use planning, standards, and priorities for OVVI. Supervisory responsibilities include developing employee performance plans and evaluating employee performance; approving leave requests and certifying time and attendance; identifying developmental and training of employees; planning and assigning work to be accomplished by subordinates; setting and adjusting priorities, taking into consideration, the difficulty and requirements of the assignments, promotions, or reassignments. For the OVVI, creates (prepares and develops), and manages cooperative agreements, agreement task orders, and other agreements (general agreements, philanthropic agreements, cooperative agreements, cooperative management agreements, interagency agreements, cooperative association agreements, etc.) with federal, state and local agencies and organizations, elected officials, partners and other stakeholders. Provides technical partnership and outreach support to Kings Mountain National Military Park (KIMO), Cowpens National Battlefield (COWP), and Ninety Six National Historic Site (NISI) and trail partners. Serves as the agreements, partnership, and outreach subject matter expert for all four units. Works closely with partners to administer and manage trail, manage volunteer programs, develop interpretive, educational, and trail access strategies. Provides technical assistance to partners and other stakeholders regarding specific interpretive and educational planning, content development, programs, materials, and techniques. A member of the park group management team reporting directly to the group Superintendent who provides support in trail program direction, vision, strategic planning, internal and external networking.
