Job description

Position Overview:

This position is in Traffic Engineering as a member of a team of engineers, engineers-in-training, and project managers. The primary role of the Planning Engineer is to review and manage plat reviews for Harris County.

Job Duties:

  1. Review plats for compliance with the traffic engineering requirements of the City of Houston's (COH) Code of Ordinance Chapter 42 and Harris County regulations.
  2. Advise and assist Harris County's Member(s) on the COH Planning Commission with regards to variance requests and general platting issues.
  3. Coordinate and effectively communicate platting issues with management, Harris County and COH elected officials and representatives, developers, consultants, and the public, as necessary.
  4. Represent Harris County at meetings related to the COH Major Thoroughfare Plan and the COH Planning Commission.
  5. Assist with recovery efforts following local disasters to ensure Harris County has safe infrastructure following the event.
  6. Perform other duties as assigned.

Education: Licensed Professional Engineer (PE) or ability to obtain within six (6) months.

Experience: A minimum of eight (8) years of professional experience in transportation engineering, including roadway geometric design.

Knowledge, Skill & Abilities (KSAs):

  • Strong written and oral communication skills.
  • Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
  • Ability to read and comprehend engineering documents and studies.
  • A valid Texas driver’s license is required and ability to drive a county vehicle to various job sites as necessary.
  • Working knowledge of Harris County regulations, standards, and details.
  • Working knowledge of City of Houston Code of Ordinance Chapter 42.
  • Experience coordinating with external agencies (e.g. COH, TxDOT, etc.).
  • Bilingual Spanish.

Position Type, and Typical Hours of Work:

Full-Time | Regular | 40 hours per week. Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary:

Commensurate with experience, based on 26 pay periods.

Physical Demands and Environmental Exposure:

Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event). This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs. The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully.
