    As a Variable-Hour Traffic Control/Load Inspection Technician, you will work within a team to greet customers, direct them where to drop off garbage and recycling materials, safely manage traffic, and inspect incoming trash loads for prohibited or suspicious waste items at Metro’s garbage and recycling drop-off station in Oregon City. This entry-level position is essential to making sure that our facility runs safely, that customers have a positive experience at our site, and that we protect the environment by safely processing different kinds of trash.

    Variable Hour Traffic/Load Inspectors receive safety training and gain job skills that can prepare them for other jobs in the garbage and recycling industry at Metro and elsewhere. Uniform clothing and a complete range of protective gear is provided for employees in this job. (See “Working Conditions” below for details.)

    People selected for this job will be working at Metro South Transfer Station, a very busy industrial-type facility where residents, small businesses, and large garbage haulers deposit trash, recycling, and yard debris for processing and disposal. You can watch this live video feed of trash being processed at Metro South. Located at 2001 Washington Street in Oregon City, Metro South serves several hundred customers each day. The station operates 362 days a year, except for New Year’s, Thanksgiving, and Christmas days.

    Variable Hour Traffic/Load Inspection Technicians’ shifts start as early as 2:45 a.m. to serve commercial garbage and recycling haulers before the station opens to the public at 7:00 a.m. Most Variable Hour Traffic/Load Inspection Technicians are scheduled for four- or eight-hour shifts between the hours of 7 a.m. and 7 p.m. A Trimet bus stop is located just outside the entrance to Metro South at stop 2000 Block Washington (ID 14047).

    This job is an essential part of Metro’s work to manage the region’s solid waste – also known as garbage and recycling. Metro’s Waste Prevention and Environmental Services department (WPES) meets this responsibility in part by processing some of the region’s garbage and recycling. WPES is guided by the 2030 Regional Waste Plan and is committed to leading with equity in everything we do.

    As a Variable Hour Traffic Control/Load Inspection Technician you will:
    • Greet customers at their vehicles
    • Direct vehicle traffic at and around Metro South and ensure traffic safety
    • Ask customers about their trash loads and inspect their trash loads for prohibited and suspicious waste
    • Review and organize waste-related paperwork
    • Communicate with and educate customers about proper waste disposal and recycling methods
    • Build and maintain respectful and positive working relationships with other Inspectors, the Traffic supervisor, other Metro South teams, and others at the site
    • Help coworkers as needed
    • Perform this work or other tasks during site emergencies, such as dangerous material, a traffic accident, customer conflict, hazardous weather, etc.

    Minimum qualifications:
    • Completion of a job preparation course provided by a community-based organization or community college or previous related experience, AND
    • A high school education or equivalent OR
    • Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities
    Working conditions: Variable Hour Traffic Control/Load Inspection Technicians work outdoors, rain or shine, when they are greeting and directing customers and inspecting their materials. Technicians stand or walk on pavement for most of their shift and work around and very near a wide variety of vehicles, including cars, trucks, and garbage vehicles. The environment can be loud and at times may smell of vehicle exhaust and garbage.

    Metro provides Variable Hour Traffic Control/Load Inspection Technicians with all necessary Personal Protective Equipment (PPE) required for the job, such as safety vests and hard hats. Metro also provides Variable Hour Traffic Control/Load Inspection Technicians with work uniforms, including three shirts, one sweatshirt, and a rain hat, rain coat, and rain pants/coveralls. Variable Hour Technicians also receive a $150 safety shoe allowance after working 520 hours.

    This position requires the ability to perform those activities necessary to complete the essential functions of the job, either with or without reasonable accommodation. This job is very physical and may require frequent or continuous standing, stooping, bending, twisting, walking, talking, sitting, touching, grasping, handling and good general hearing. May also require occasional reaching, feeling, repetitive motions of the hands/wrists, kneeling, climbing up and down ladders many times each day, and the ability to lift and/or carry up to 20 pounds. Inspectors work indoors and outdoors, subject to inclement weather.

    Like to have qualifications:
    You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position.
    • Prior experience managing traffic, preferably at an industrial or construction site
    • Traffic Safety Certification
    • AHERA asbestos inspector certificate
    • First Aid/CPR and AED certification; complete fire extinguisher training
    • Experience with the Incident Command system for emergency management
    COMPENSATION AND REPRESENTATION
    This position is eligible for overtime pay, and is represented by the AFSCME Local 3580 and is classified as a variable hour Traffic Control/Load Inspection Technician I. Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the positions.
