Job summary

The Maryland-National Capital Park and Planning Commission - PGC Parks and Recreation invites applications for the Trades Shop Supervisor (Plumbing). The role leads daily operations of plumbing trades, oversees maintenance and repairs of park facilities, and directs crews through projects from planning to completion.

You will manage safety, budgets, procurement, and training, coordinating with architects, engineers, and other divisions to deliver high-quality service while ensuring compliance

Qualifications

Responsibilities

• Plan and supervise daily operations of one or more skilled trades shops ensuring safety and compliance with codes and policies.
• Direct project management activities from initiation to completion, including scoping, labor/material cost estimation, scheduling, and staffing.
• Provide leadership, training, and mentorship to a diverse trades team, set performance standards, and conduct evaluations.
• Manage the shop budget, plan costs, review invoices, and align with guidelines.
• Oversee hiring processes, onboarding, time/leave approvals, and annual evaluations for staff.
• Oversee procurement and inventory control for tools, materials, and equipment; review requisitions and negotiate supplier quotes.
• Conduct site inspections to verify quality and code compliance; implement corrective actions as needed.
• Develop preventive maintenance schedules for facilities, vehicles, and equipment to minimize downtime.
• Coordinate with architects/engineers/project managers to plan and execute complex maintenance or renovation projects.
• Ensure MOSH/OSHA safety standards, lead safety meetings, perform risk analyses, and enforce PPE usage.
• Maintain records using CMMS or similar platforms for work orders, costs, and safety compliance.
• Lead quality control and liaise with vendors/contractors to ensure code-compliant work.
• Participate in long-range facility maintenance planning and capital projects.

Job Overview

Prince George’s County Department of Parks & Recreation is responsible for planning, supervising, coordinating, and maintaining all parks and recreation facilities and services. The Facility Services Division (FSD) is the largest Division within this Department and is composed of six major work areas: Fleet Management, Building & Structures (Trades Shops), Horticulture & Forestry (Roads & Grounds), Major Maintenance & Inspection, Critical Projects (Aquatics, Heavy Equipment/Roads and Grounds and Sustainability) and the Administrative section. The mission of FSD is to provide professional, high quality maintenance and maintenance support services for all parks and recreation facilities and to support the diverse work programs of the Parks & Recreation Department in Prince George’s County and its customers.

The Trades Shop Supervisor (Plumbing) oversees the daily operations of the plumbing department, which provides preventative maintenance, routine and emergency repairs, renovations, and alterations to park buildings and structures. The Trades Shop Supervisor will report directly to the Assistant Division Chief for Buildings and Structures and will manage a team of plumbers, a park general maintenance worker, and trades trainees. The Trades Shop Supervisor will be responsible for maintaining well sites, managing/coordinating fire protection systems, on-site fire hydrants, as well as managing the repair of pool and hydronic systems for our County programs.

Responsibilities

• Plans, organizes, and supervises the daily operations of one or more skilled trades shops responsible for maintaining, repairing, renovating, and constructing Commission facilities, systems, and infrastructure. Ensures all work is performed safely, efficiently, and in compliance with applicable codes, standards, and Commission policies.


• Directs and coordinates project management activities from initiation through completion, including developing project scopes, estimating labor and material costs, preparing schedules, assigning crews, and monitoring progress. Ensure projects are completed on time, within budget, and according to technical and safety specifications.


• Provides leadership, training, and mentorship to a diverse team of skilled and semi-skilled trades personnel. Establishes performance standards and expectations, evaluates work quality, and provides feedback, coaching, and corrective action when needed to support professional growth and accountability.


• Manages the shop’s operational budget, including planning, forecasting, tracking expenditures, and controlling costs. Prepares cost estimates for projects, reviews purchase requests, verifies vendor invoices, and ensures financial activities align with departmental and Commission guidelines.


• Administers personnel functions such as interviewing and recommending candidates for hire, conducting onboarding and orientation, approving time and leave, and preparing annual performance evaluations. Ensures staff compliance with Commission policies, procedures, and labor regulations.


• Oversees procurement and inventory control for tools, materials, vehicles, and equipment used by the trades shop. Reviews and approves requisitions, solicits bids and price quotes, negotiates with vendors, and ensures adequate stock of essential supplies.


• Conducts detailed inspections of job sites and completed work to verify quality, code compliance, and adherence to specifications. Identifies deficiencies and implements corrective measures as needed to maintain high operational standards.


• Develops, implements, and monitors preventive maintenance schedules for facilities, vehicles, and equipment. Ensure proactive servicing and testing to minimize downtime and extend asset life cycles.


• Coordinates with architects, engineers, project managers, and other Commission staff to plan, design, and execute complex maintenance or renovation projects. Provides technical input and trade expertise to support design feasibility and cost-efficiency.


• Ensures strict adherence to MOSH/OSHA safety standards and Commission safety policies. Leads safety meetings, conducts job hazard analyses, and ensures appropriate use of personal protective equipment (PPE). Responds promptly to accidents, safety violations, or emergency repair needs.


• Prepares and maintains comprehensive records and reports related to work orders, materials usage, project costs, personnel actions, equipment maintenance, and safety compliance. Use computerized maintenance management systems (CMMS) or similar platforms for tracking and reporting.


• Leads quality control and assurance efforts by monitoring work output, evaluating contractor performance, and ensuring all trade work meets applicable building, plumbing, fire, and electrical codes.


• Participates in long-range planning for facility maintenance, infrastructure upgrades, and capital improvement projects. Provides input on resource allocation, staffing needs, and technical capabilities required to support divisional goals.


• Fosters effective communication and collaboration across teams, ensuring smooth coordination between regional programs, contractors, and other divisions. Builds and maintains strong working relationships with internal and external partners.


• Promotes a culture of safety, inclusion, and professionalism, modeling Commission values and ensuring staff uphold standards of conduct, customer service, and teamwork in all operations.


• Responds to after-hours emergencies or urgent facility issues as required, coordinating appropriate staff and resources to resolve problems efficiently and safely.


• Evaluates and recommends process improvements to enhance shop productivity, resource efficiency, and service delivery. Implements new methods, technologies, and best practices to improve operations and reduce costs.


• Represents the division at meetings and inspections, providing technical advice, project updates, and recommendations to management. Acts as a subject matter expert for assigned trades and related operations.

Requirements

1. High School diploma or Certificate of General Educational Development (GED).


2. Completion of approved apprentice program or four (4) years of progressively responsible experience in a skilled trade.


3. Four (4) years of progressively responsible experience including at least two (2) years leading a crew or crews of trade workers or administering trade projects (e.g. procurement of materials, work scheduling, processing staff evaluations).


4. An equivalent combination of education and experience may be substituted, which together total 8 years.


5. Master license or certification (issued by appropriate local jurisdiction) in related trade as applicable.


6. Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
