Job summary

The Town of Lake Placid, FL is seeking a Town Clerk to manage official records, support legislative processes, administer municipal elections, and ensure compliance with public records laws. The role reports to the Mayor, Town Council, and Town Administrator and may supervise staff in the Clerk’s Office.

Qualifications include a Bachelor’s degree in a related field and at least 3 years in municipal government, with Florida public records and Sunshine Law knowledge.

  • Minimum of three (3) years of progressively responsible experience in municipal government, public administration, legislative support, records management, or a related field.

Responsibilities

  • Custodian of Town public records and the Town Seal.
  • Qualifying Officer and Filing Officer for municipal elections; coordinate election activities with Highlands County Supervisor of Elections.
  • Administer the Town’s records management program and liaison to the State for records compliance.
  • Ensure compliance with Florida public records laws and Sunshine Law requirements.
  • Coordinate and oversee preparation, processing, and maintenance of ordinances, resolutions, proclamations, agendas, and other legislative documents.
  • Attend Town Council and CRA meetings; ensure accurate and timely completion of official meeting records.
  • Provide administrative and technical support to the Mayor, Town Council, and Town Administrator on legisl?ative and Clerk’s Office matters.
  • Coordinate recruitment, appointment, and reappointment processes for Town volunteer boards and committees.
  • Respond to public records requests and assist departments with records retention and compliance.
  • Prepare and monitor the Legislative and Town Clerk’s Office budgets; provide recommendations.

Education

Bachelor’s degree in Public Administration, Political Science, Business Administration, or a related field

JOB POSTING: TOWN CLERK
Position Overview

The Town Clerk is a key member of the Town’s leadership team and is responsible for managing official Town records, supporting legislative processes, administering municipal elections, and ensuring compliance with Florida public records and Sunshine Law requirements. The position provides direct support to the Mayor, Town Council, and Town Administrator and oversees the operations of the Town Clerk’s Office. This position may provide direction to administrative support staff assigned to the Clerk’s Office.

Essential Duties and Responsibilities
  • Serves as custodian of Town public records and the Town Seal.
  • Serves as Qualifying Officer and Filing Officer for municipal elections; coordinates election activities with the Highlands County Supervisor of Elections.
  • Administers the Town’s records management program and serves as the Town’s liaison to the State of Florida for records compliance.
  • Ensures compliance with Florida public records laws, Sunshine Law requirements, legislative procedures, the Town Charter, and the Town Code of Ordinances.
  • Coordinates and oversees preparation, processing, and maintenance of ordinances, resolutions, proclamations, agendas, agenda item summaries, and other legislative documents.
  • Coordinates agenda packet production and distribution for Town Council and CRA meetings.
  • Attends all Town Council meetings and other meetings as required; ensures accurate and timely completion of official meeting records.
  • Provides administrative and technical support to the Mayor, Town Council, and Town Administrator on legislative and Clerk’s Office matters.
  • Coordinates recruitment, appointment, and reappointment processes for Town volunteer boards and committees.
  • Responds to public records requests and assists departments with records retention, production, and compliance.
  • Prepares and monitors the Legislative and Town Clerk’s Office budgets; provides recommendations to the Town Administrator.
  • Coordinates training, travel, and conference arrangements for the Mayor and Town Council.
  • Provides technical assistance to staff, elected officials, and the public regarding Clerk and legislative processes.
  • Responds to information requests regarding Town Council, Town boards, and other matters assigned to the Clerk’s Office.
  • Participates in special projects and assists with Town-wide disaster preparedness and incident response.
  • Performs related duties as required.
Education and Experience
  • Bachelor’s degree in Public Administration, Political Science, Business Administration, or a related field; or an equivalent combination of education and experience.
  • Minimum of three (3) years of progressively responsible experience in municipal government, public administration, legislative support, records management, or a related field.
Preferred Qualifications
  • Experience working in a municipal Clerk’s Office or similar governmental administrative role.
  • Prior supervisory or lead experience in a governmental environment.
  • Knowledge of Florida public records laws, Sunshine Law requirements, municipal elections, records management, and legislative procedures.
  • Experience supporting elected officials or a governing body.
  • International Institute of Municipal Clerks (IIMC) certification or demonstrated progress toward certification.
Knowledge, Skills, and Abilities
  • Strong understanding of Florida public records and Sunshine Law requirements.
  • Ability to prepare accurate legislative documents and maintain official records.
  • High attention to detail and strong organizational skills.
  • Ability to manage multiple deadlines and work in a fast‑paced environment.
  • Professional communication skills and ability to work effectively with elected officials, staff, and the public.
  • Proficiency with electronic records management systems and standard office software.
  • Ability to update and maintain the Town’s website, including posting agendas, minutes, notices, and other official information in a timely and accurate manner.
Special Requirements
  • Must be able to attend evening Town Council meetings.
  • Must maintain confidentiality of sensitive information.
  • Must pass a background check.
  • Must maintain a valid Florida driver’s license.
  • Current Florida Notary Public commission, or ability to obtain within 30 days of hire.
Compensation

$65,000-$71,000 salary commensurate with experience; full benefits package provided.
