Job summary

HDR is seeking a Tolling and Technology Consultant to support Advanced Technology for Surface Transportation in Orlando. You will lead tolling system design, reports, and specifications, work with back-office and roadside components, and coordinate with state agencies.

This role requires a PE license, 10+ years ITS experience, and strong communication and teamwork skills within a employee-owned culture. Full-time, onsite in Orlando with opportunities to contribute to national tolling practices.

Qualifications

  • Requires PE license or equivalent (e.g., P.Eng).
  • 10+ years of ITS and traffic engineering experience.
  • Experience with tolling technology and DOT coordination.
  • Proficiency with Microsoft Office and traffic analysis tools.

Responsibilities

  • Lead development of technical documents, reports, plans, specifications and models.
  • Design tolling concepts, roadside and back-office system requirements and metrics.
  • Review tolling projects and provide assessments.
  • Develop PS&E design packages for toll systems and facilities including ETC, HOT lanes and toll plazas.
  • Support field data collection and ITS/tolling project implementations.
  • Coordinate with FDOT TSM&O and other stakeholders.
  • Analyze business processes and recommend improvements.
  • Support QA reviews and office transportation programs.

You will be part of our Advanced Technology for Surface Transportation business class, supporting the emerging areas of ITS, Lighting, Signalization, and Tolls design, for a diverse range of clients.

Primary Responsibilities
In the role of Technology and Tolling Consultant, we'll count on you to:

  • Lead the development of work products such as technical documents or reports, technical plans and specifications, PowerPoint presentations, Visio diagrams, and Excel models
  • Design and develop tolling concepts and reports including development of roadside and back office system requirements, specifications, and performance metrics
  • Review and assessment of tolling projects and solutions
  • Develop Plans, Specifications and Estimates (PS&E) design packages for toll systems and facilities including all electronic toll collection systems for toll roads, High Occupancy Toll (HOT) & Express Lanes, and multi-type toll plazas
  • Support field work with technical staff to collect site specific data as projects require
  • Assist with the design & implementation of toll related ITS projects including national ITS Standards, Active Traffic Management, communications systems, power distribution networks, and traffic control equipment.
  • Support TSM&O activities including serving as extension of staff to FDOT TSM&O office and various other on-call technical activities
  • Reconcile tolling data across systems and vendors to verify accuracy and completeness
  • Analyze business processes and recommend improvements for efficiency and accuracy
  • Support quality assurance reviews and recommend enhancements
  • Assist with the development of local HDR office transportation programs and serve as a technical expert nationally.
  • Establish client relations and be involved with marketing, contract administration, and design and production meetings

Preferred Qualifications

  • Experience working with state DOTs and/or Toll / Thruway / Turnpike Authorities.
  • Familiarity with toll collection technologies and equipment, electronic payment systems, video systems, toll infrastructure, traffic management, information and communication technologies for toll system design and operations
  • Familiarity with data management and analytical tools such as Power BI, Tableau, etc.
  • Demonstrate growth toward becoming a nationally recognized expert in a tolling practice area
  • Involvement in professional organizations in the tolling and transportation technology field such as IBTTA and ITS America
Required Qualifications
  • A minimum of 10 years' experience in ITS and traffic engineering for urban and rural highways, major and minor interchanges and intersections

Requires professional engineering license recognized by the licensing board for the location of the position offered. Example: Professional Engineer (PE or P.Eng) license.

  • Knowledge of regulations of state and federal transportation agencies
  • Proficiency with Microsoft Office
  • Experience using HCS, CORSIM, Synchro/SIM Traffic and other software packages
  • Strong oral and written communication skills, presentation skills and ability to work in a team environment
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
