Job summary

Metropolitan Washington Airports Authority is seeking a Toll Road General Maintenance Worker for the Dulles Toll Road. You will perform road maintenance, vegetation control, storm water management, and related tasks under the Toll Road Operations Supervisor.

The role involves traffic control, snow/ice removal, and equipment operation in varied weather conditions. The position requires 3 years of roadway maintenance experience, a high school diploma or GED, and a valid driver’s license.

Qualifications

• Three (3) years of experience in roadway maintenance or similar.
• Ability to identify roadway problems affecting traffic safety and flow.
• Experience using and maintaining equipment listed in the job duties.

Job description

As a Toll Road General Maintenance Worker on the Dulles Toll Road, you will work with the Toll Road Operations Supervisor to perform a variety of tasks that revolve around road maintenance, vegetation control, storm water management, asphalt repairs, traffic control activities, landscaping and tree trimming, litter/debris removal, pothole patching, pond/inlet/pipe/ditch cleaning, erosion control, pressure washing, sign installation repair and replacement, roadway striping, reflector installation/replacement, graffiti removal, roadway cleaning, lighting repair/replacement, snow/ice removal, basic plumbing/electrical, traffic control. Performs related duties. Serves in the Dulles Toll Road (DTR) division of the Washington Dulles International Airport (IAD).

GENERAL RESPONSIBILITIES

Conducts regular inspections of the roadway pavement, striping, guardrail, signs, landscape, vegetation, lighting, drainage systems, sound walls, traffic barriers; documents any deficiencies and provides a detailed report to the Operations Supervisor. Responds to reports of roadway debris and hazards. Removes litter, debris, vegetation, and clear roadway hazards; properly disposes of all materials collected. Participates in roadside vegetation control, landscaping, and grounds/roadside activities, including push mowing, string trimming, weed pulling/control, vine removal, planting, debris and dead vegetation removal, trash pickup, regrading, fertilizing, reseeding, aerating, shoveling, raking, and spreading various gravel products, etc. Keeps all structures, including sound walls, free from vegetation and tree limbs; to include both sides of sound walls. Ensures that vehicles and equipment are fueled and operational; makes minor mechanical repairs and adjustments to equipment to ensure timely and safe completion of work orders. Operates powered/hand tools to perform highway, bridge, and roadside maintenance. Operates landscape maintenance equipment, including chainsaw, woodchipper, push mower, zero-turn mower, string trimmers, and slope mower on grassy slopes up to 40 degrees. Operates trucks of various sizes for hauling materials, clearing snow and ice, removing debris, and providing crash cushion protection in work zones. Performs emergency pothole repairs using a concrete saw, various materials including cold patch, and a tamper (striking tool). Maintains water quality in ponds, culverts, drain inlets/outlets, drainage pipes, and drainage ditches to allow proper water flow, prevent flooding, limit erosion, and keep water from ponding on road surfaces. Participates in mandatory on-call storm and snow removal duties, including monitoring of contracted plow and/or landscape crews. Operates snow blowers and plow trucks, shovels snow, clears frozen drainage systems, and spreads snow-melting products. Ensures required tools and supplies are assembled and brought to job sites to complete assigned work in a timely manner. Implements lane closure and other traffic control activities in compliance with the Virginia Work Area Protection Manual. Deploys variable message boards, arrow boards, and other traffic control devices with clear, grammatically correct language to communicate information to drivers such as roadway conditions, traffic patterns, construction activities or special events. Monitors work zones for proper traffic control measures. Report unsafe conditions and/or unapproved work. Assists law enforcement and emergency services with incident management by providing traffic control and documenting property damage. Report incident information to Dulles Toll Road Control Room and Toll Road Operations Supervisor. Assists with the referral and delivery of broken or damaged vehicles and equipment to appropriate maintenance and repair facilities. Documents work order completion and provide requested documentation to the appropriate staff and supervisors. Performs other duties or special assignments as requested by the Toll Road Operations Supervisor, Toll Road Operations Manager, or the Toll Road Manager.

QUALIFICATIONS

Three (3) years of experience in roadway maintenance, or grounds maintenance, or public works maintenance, or other substantially similar work. Ability to identify roadway problems affecting traffic safety and traffic flow. Experience/qualified to use and maintain a variety of equipment and tools, including lawn mowers, weed eaters, blowers, chain saws, and woodchippers to maintain and improve grounds. Knowledge of worksite safety rules, regulations, and procedures. Expertise in documenting work performed and completing work orders or maintenance reports. Ability to speak and write effectively. Expertise using computers, including software such as Microsoft Word, Outlook, and Teams.

PREFERRED QUALIFICATIONS

Possession of a valid Commercial Driver’s License (CDL) Class A or B. Experience operating construction equipment such as Backhoe, Bobcat, Front End Loader, and/or similar. VDOT Basic Work Zone Traffic Control training was completed, and certification as a Flagger was obtained. Working knowledge of roadway and worksite safety rules, regulations, and procedures, including traffic control and work zone safety practices. Maintenance experience in transportation, municipal, Public works, or infrastructure environment.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A valid state driver’s license in good standing. Possession of a valid Commercial Driver’s License (Class A or B) within 180 days of hire, promotion, or placement in the job. Completion of VDOT Basic Work Zone Traffic Control training and certification as a Flagger within one year of hire.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors. Work requires moderate to heavy physical exertion (lifting objects up to 70 pounds). May bend, stoop, crouch, and work in a cramped position. Subject to adverse weather conditions and dust, grease, dirt, loud noise, fumes, and potential hazards common to the roadway and grounds maintenance processes. Wear personal protective gear as needed or required. Subject to mandatory overtime, hold-over, and recall on a 24-hour basis for essential services and emergencies such as snow/ice events.
