Job summary

HNTB Corporation seeks a seasoned Program Manager to oversee end-to-end PMC services on a multi-location toll program valued at under $1B. You’ll manage staffing, coordinate with clients and public officials, and drive performance improvements, ensuring staff stay aligned with firm culture and project goals.

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management or related discipline.
• Minimum 15 years of relevant experience in program management.
• 10 years of experience in tolling, technology, or a related field.
• 5 years managing or leading a team in successful delivery and operations of toll projects.
• MS in Technology Management, IT, Business or related field.

Responsibilities

• Acts as the client’s agent delivering PMC services across planning, procurement, risk, and operations.
• Identifies and pursues opportunities to grow HNTB’s presence in the PMC market.
• Leads staffing for service delivery, directing PMs and subcontractors.
• Coordinates with senior government officials and clients on major program matters.
• Drives performance measurement, resource management, and outcomes.

This Program Manager supports the ongoing evolution and operational improvements in toll programs. The position works across operations, technology, contracts, data, and policy to identify opportunities to improve how the program operates, measures performance, manages resources, and delivers outcomes. Beyond day-to-day operations, the role takes a program-wide view of operational performance to translate emerging needs, performance information, and new capabilities into practical improvements. The position leads and coordinates strategic initiatives that improve efficiency, accountability, reliability, customer experience, and long-term operational sustainability.

What You’ll Do:

• Acts as the client’s agent in delivering PMC services in the areas of strategic planning, alternative delivery, innovative financing, procurement/contract management, risk management, project controls, quality management, construction management, project closeout and acceptance, and operations/maintenance.


• Routinely resolves difficult issues of significant financial impact, assessing and managing risk on behalf of the client.


• Identifies and effectively pursues opportunities to advance HNTB’s presence and revenue opportunity, both with current client(s) and more broadly within the PMC market.


• Actively works to build a reputation in the industry and within Program Management, maintaining positive relationships with clients and representing HNTB with local, state and national industry organizations.


• Interacts with senior government or public officials and/or clients on significant program matters often requiring coordination between organizations.


• Responsible for defining staffing needs for the delivery of services, providing direction and oversight to Project Managers, other staff, client staff and subcontractors.


• Has an awareness and understanding of the political environment and sensitivities in which a program is being delivered.


• Able to lead HNTB team in understanding client perspectives and vision of success while keeping staff connected to firm culture and organization.


• Develops a deep understanding of full range of HNTB services and firm-wide resources.


• Participates in the development of client service action plans and client project reviews.


• Carries out other duties as assigned.

What You’ll Need:

• Bachelor's degree in Civil Engineering, Construction Management or related discipline


• 15 years relevant experience

Salary

The approximate pay range for the California San Francisco Bay Area is $259,607.99 - $414,698.47. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.

The approximate pay range for Washington is $249,223.67 - $398,110.53. Please note that the pay range provided is a good faith estimate for the position based on all selected locations within the state at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.

The approximate pay range for Colorado is $228,455.03 - $364,934.66. Please note that the pay range provided is a good faith estimate for the position based on all selected locations within the state at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
