General Description
Performs highly complex (senior-level) managerial work, overseeing the daily operations of TJJD food service delivery statewide; planning, developing, implementing, coordinating, training, supervising, evaluating, and monitoring of food and nutrition services and programs. Work involves providing consultative services; establishment of goals and objectives; development of guidelines, policies and procedures, schedules, priorities, and standards for achieving established goals; and analysis of proposed legislation related to food and nutrition services. Plans, assigns and supervises the work of TJJD Nutrition Services Specialists as well as establishing and meeting business plan objectives, providing administrative reports, and developing intra- and inter-agency liaison functions and collaborative professional partnerships. May serve as a consultant on agency or division programs or projects and is responsible for coord nating and evaluating program activities and developing and evaluating budget requests. Coordinates and evaluates the overall daily program operation to achieve maximum efficiency in agency operations.
Works under limited supervision with moderate latitude for the use of initiative, independent action, and judgment. May be required to work in excess of 40 hours per workweek, be oncall, and travel.
Essential Functions
Oversees the development and implementation of program guidelines, procedures, policies, forms and standards for the agencys Nutrition and Food Services program.
Monitors youth access to special diets and provides required follow up to ensure compliance with laws, guidelines, and policies and procedures.
Tracks, monitors, and trends complaints related to nutrition services and oversees the resolution of complaint appeals and alleged mistreatments to ensure that youth receive timely and appropriate nutrition.
Develops a nutrition staff training program and collaborates with the Medical, Finance, Training, and State Programs Divisions to deliver training to designated agency staff annually.
Oversees and participates in the monitoring of nutrition services to ensure compliance with laws, guidelines, policies, procedures, and professional standards of care.
Provides technical assistance and consultation to agency and contract programs to facilitate compliance with policies, procedures, and standards and assists in the development of solutions to identified problems.
Prepares food safety and sanitation surveillance reports and participates in committees and workgroups to improve the safety and quality of care for youth.
Serves on interagency committees and serves as a liaison with other TJJD departments, state and federal agencies, and the public.
Supervises the regional Dietetic/Nutrition Specialist by providing guidance, assigning projects and tasks, and overseeing project completion.
Plans, assigns, and supervises the work of others by providing guidance, assigning projects and tasks, overseeing project completion, and promoting ethical leadership, excellent performance, confidentiality, a positive working environment, and professional development.
Hires and trains new staff; and provides feedback and conducts performance reviews.
Performs administrative duties such as business plan development and implementation, development of management reports and analysis, regional and central office committee representation, and production of databases and spreadsheets.
Develops and approves schedules, priorities, and standards for achieving goals and directs internal evaluation and program review activities.
Prepares and evaluates budget requests.
Analyzes proposed legislation and documents recommendations.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with TJJD safety policies and procedures.
Reports safety hazards and, when possible, corrects hazards.
Completes required documentation in the event of an accident/injury within requested time frames.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
Qualifications: MINIMUM QUALIFICATIONS
Masters degree in nutrition or food service. Three (3) years of full-time wage earning experience in dietetics or nutritional sciences in the following areas: program development, management, consultation, evaluation, or training, with one of those years in a supervisory or administrative capacity.
OR
Bachelors degree with major course work in dietetics or nutritional sciences. Five (5) year
