Qualifications

  • Ability to analyze financial data and real estate transactions.
  • Excellent verbal and written communication skills.
  • Analytical, detail-oriented and well organized.
  • Ability to testify in grand jury and state/federal court.
  • Accounting knowledge or coursework is a plus.

Starting Salary Range: $60,278 - $75,000


The State Corporation Commission’s (SCC) Bureau of Insurance (BOI) seeks a motivated and detail-oriented Insurance Investigator to perform specialized investigative and auditing work in its Real Estate Settlement Agent Investigation (RESA) section. Investigators in this section of BOI determine the validity of complaints against title settlement agencies and insurance agents to ensure compliance with applicable laws and regulations. The SCC offers a hybrid telework schedule, long-term career growth, and professional development opportunities including on-the-job training, certifications, and insurance related designations.



  • Conduct in-depth field investigations and audits across the state of Virginia (about 50% with occasional travel outside the state)

  • Collect, evaluate, and analyze financial data and real estate documentation during field investigations and audits

  • Perform in-depth file reviews

  • Communicate extensively with insurance agents, agency personnel, and/or consumers relating to audits and investigations

  • Conduct interviews with complainants and interrogations with agents and agency personnel

  • Prepare detailed investigative reports and analysis

  • Prepare evidentiary documents and internal/external correspondence

  • Present cases to counsel and local, state and federal law enforcement agencies as required

  • Perform related work as required


Preferred Qualifications


  • Two (2) or more years of professional experience in any of the following: conducting detailed investigations, working in the title settlement or title insurance industry, working in the real estate industry or for a real estate-focused law firm, or working in insurance regulation

  • A bachelor’s degree in Criminal Justice, Business Administration, Accounting, Finance, Economics, or a related field is preferred but not required

  • Without a degree, additional professional experience is required

  • Experience preparing documents and/or reports, especially some familiarity with writing detailed reports

  • Ability to travel both in and out of state (up to 50% of the time) to conduct in-depth field investigations and audits

  • A valid driver’s license

  • Ability to review, analyze, and comprehend financial data and highly technical real estate transactions including all aspects of the closing process and supporting documentation

  • Exceptional verbal and written communication skills

  • Excellent analytical skills, attention to detail, and organizational skills

  • Ability to establish and maintain professional working relationships with SCC staff, industry personnel, and stakeholders

  • Ability to conduct investigative interviews, prepare complex case documentation, and testify in grand juries, state and federal court

  • Ability to present information clearly and effectively

  • Ability to multitask and adapt to changing priorities

  • Accounting knowledge or coursework is considered a plus
