Job summary

Socket.dev is seeking a Texas Elections Business Analyst to serve as a primary liaison among election stakeholders, product, development, QA, and implementation teams. You will elicit and validate requirements for voter registration, absentee voting, voting history, and election night processes, translating them into detailed user stories and acceptance criteria.

The ideal candidate has deep election domain knowledge, strong analytics, and experience in regulated statewide election systems.

Qualifications

  • 5+ years of Business Analyst experience.
  • 3+ years supporting election administration systems, government systems, or highly regulated environments.
  • Experience working with state election agencies, county election offices, and government technology programs.

Responsibilities

  • Analyze Texas election laws, SOS directives, business processes, and county workflows.
  • Translate statutes, rules, and procedures into actionable requirements.
  • Develop BRDs, User Stories, Process Flows, Use Cases, Functional Specifications, Acceptance Criteria.
  • Manage requirements traceability from need to deployment.
  • Act as trusted advisor to Texas Secretary of State staff and election officials.
  • Collaborate with Product Managers, Architects, Developers, QA, and DevOps.
  • Lead UAT planning and execution; validate delivered functionality against requirements.
  • Provide production support; analyze incidents and determine root cause.
  • Analyze election data and reporting requirements (Voting History, Canvass, PIR).
  • Assist with Redistricting & GIS support and precinct analysis.
  • Identify opportunities to improve workflows, usability, and compliance.

Description

The Texas Elections Business Analyst serves a primary liaison between Texas election stakeholders, election operations personnel, product management, development, QA, and implementation teams. This role is responsible for eliciting, documenting, validating, and managing business requirements related to election administration, voter registration, absentee voting, voting history, election management, ballot certification, redistricting, reporting, public portals, and election-night processes. They can translate complex business requirements into detailed user stories and acceptance criteria, validating solutions through UAT, troubleshooting production issues, and ensuring delivered functionality meets both statutory requirements and operational needs.The ideal candidate possesses deep election domain expertise, strong analytical skills, and experience supporting complex statewide election systems in a highly regulated environment.

Key Responsibilities
  • Election Operations Analysis
    • Analyze Texas election laws, SOS directives, business processes, and county workflows.
    • Translate election statutes, administrative rules, and operational procedures into actionable business requirements.
    • Support election lifecycle activities including: Voter Registration Absentee / BBM / FPCA Processing Voting History Candidate & Ballot Certification Election Setup Early Voting Election Day Operations Canvassing & Certification Jury Integration Public Information Requests (PIR)
  • Requirements Management
    • Conduct stakeholder interviews, workshops, and requirements sessions.
    • Develop: Business Requirements Documents (BRDs), User Stories, Process Flows, Use Cases, Functional Specifications, Acceptance Criteria.
    • Manage requirements traceability from business need through deployment.
  • Client Engagement
    • Act as a trusted advisor to: Texas Secretary of State staff State election administrators County election officials Program leadership
    • Facilitate discussions regarding: New requirements Legislative changes Defect resolution Process improvements Operational readiness
  • Solution Analysis & Technical Collaboration
    • Partners with Product Managers, Architects, Developers, QA, and DevOps teams to define and evaluate solution options.
    • Analyze business processes, application workflows, integrations, and data flows to support requirements development.
    • Translate business requirements into detailed user stories, acceptance criteria, and functional specifications.
    • Identify functional, technical, and operational gaps during design and implementation.
    • Assist with troubleshooting production incidents through analysis of logs, system behavior, and data.
    • Support root cause analysis and help validate corrective actions.
    • Review proposed technical solutions to ensure alignment with election operations, statutory requirements, and business objectives.
    • Participate in backlog refinement, sprint planning, and solution design discussions.
  • Election System Validation
    • Lead and execute User Acceptance Testing (UAT), including test planning, test execution, defect validation, and business signoff.
    • Validate delivered functionality against business requirements, statutory requirements, and operational workflows before production deployment.
    • Partner with QA teams to: Review test scenarios Validate acceptance criteria Support User Acceptance Testing (UAT) Perform defect triage Ensure delivered functionality aligns with statutory and operational requirements.
  • Production Support
    • Participate in election support activities.
    • Analyze reported issues and determine: Root cause Business impact Priority level Recommended resolution
    • Coordinate with development, deployment, and client teams during critical election periods.
  • Reporting & Data Analysis
    • Analyze election data and reporting requirements.
    • Validate: Voting History reports Candidate reports Absentee reports Canvass reports Public portal reporting Statistical and audit reports
    • Perform data analysis using SQL, spreadsheets, and reporting tools.
  • Redistricting & GIS Support
    • Assist with: Redistricting requirements Precinct split analysis GIS validation Voter reassignment impacts District maintenance
    • Review county redistricting submissions and identify potential impacts to election operations.
  • Process Improvement
    • Identify opportunities to: Reduce manual operations Improve election workflows Increase usability Improve compliance Reduce support burden
Requirements
  • Education
    • Bachelor’s Degree in: Political Science Public Administration Information Systems Computer Science Business Administration Related field
    • Equivalent experience may be considered.
