Job Description:
The Systems Analyst supports the IT infrastructure of the Texas Cares Rx program, ensuring the smooth operation of its Customer Relationship Management (CRM) system, Software as a Solution (SaaS) system, and integrations with the agency’s Single Sign-On (SSO) service. Reporting to the Program Manager, this role manages data, optimizes system performance, conducts quality assurance reviews, and informs leadership of system maintenance and enhancement needs.
This position oversees and troubleshoots the CRM and SaaS systems, ensuring they align with program needs, maintain data accuracy, and support performance tracking. The Systems Analyst also manages system integration and coordination with the agency’s SSO service and other IT applications through Microsoft Power Platform. Additionally, the role is responsible for developing and maintaining reports in Power BI Pro, providing leadership with key insights into program performance, trends, and areas for improvement.
Beyond system management and reporting, the Systems Analyst identifies opportunities to enhance IT processes, evaluates new technologies, and implements system upgrades that align with the program’s strategic goals. The ideal candidate has a strong background in systems management, data analysis, and reporting, with expertise in CRM, SaaS, Power BI Pro, and IT process improvement. They should be proactive problem-solvers who work independently while supporting the broader needs of the team.

Knowledge, Skills and Abilities:
Knowledge of configuration management concepts and tools; best practices governing architecture, infrastructure and security for information systems that collect PII, PHI and HIPAA data; Dataverse tables and uses; Power Platform best practices for application development and operations; project management methodologies and techniques; and business analyst methodologies and techniques.
Skilled in Software as a Service (SaaS) and/or Platform as a Service (PaaS) environments; Customer Relationship Management (CRM) environments; Power BI Pro, and other Microsoft Dynamics reporting tools; Power Automate Cloud Flows, Desktop Flows, and business process flows; extending Power Platform and Power Pages using Java Script and custom plug-ins; Power Platform mobile apps and Power Apps portals; Single Sign On (SSO) systems coordination; and ability to collaborate with other functional and non-technical staff on the project.
Ability to work with multi-tier system development; communicate well both verbally and in writing; facilitate meetings with multiple non-technical and technical staff; analyze business processes, and to develop and present the business case for new or modified IT customer-related products and services.
Initial Screening Criteria:
Graduation from a college or university with major course work in Information Technology, Software Engineering, Computer Science, or related field preferred. May substitute direct work experience on a year-for-year basis, including work as an Information Systems Administrator, Systems Analyst, or similar job functions that involve technical analysis, design, implementation, maintenance, or modification of IT systems.
Minimum of two (2) years experience as an Information Systems Administrator, Systems Analyst or similar job function with at least one (1) of the two (2) years supporting a web-based application or related experience required.
Minimum of two (2) years experience in Customer Relationship Management (CRM) systems required.
At least one (1) year experience with Microsoft Power Platform preferred.
At least one (1) year experience in SaaS/PaaS services preferred.
At least one (1) year experience in Texas Health and Human Services operations preferred.
