Overview

GovCIO is currently hiring for a Test Manager to oversee the testing strategy, planning, and execution across a portfolio of healthcare systems, ensuring compliance with regulatory standards and delivery of high-quality, secure, and reliable software. This role requires deep understanding of healthcare workflows, data privacy regulations (e.g., HIPAA), and interoperability standards. The Test Manager collaborates with cross-functional teams to ensure that all systems meet clinical, operational, and technical requirements. This is a fully remote US-based position with core hours of operation from Monday to Friday 8 AM to 5 PM ET.

Responsibilities
  • Collaborate with Technical Architecture team and impacted products to create an overall test strategy for Product Line-wide Initiatives, including developing and tracking compliance metrics.
  • Assure test plans are built with enough lead time to implement them.
  • Influence testers and product owners of impacted products to comply with test plans and reporting across Product line programs while working with their product specific testing approaches that may work for them.
  • Oversee test planning, execution, defect tracking, and reporting.
  • Create reports necessary to brief senior management on test strategy progress
  • Raise risks and issues identified in the test planning phase.
  • Support creation of automated test plans for all impacted products
  • Monitor defect and bug reports and manage efforts to address defects in accordance with overall test strategy
Qualifications
Required Skills and Experience
  • Bachelor’s degree in engineering, Computer Science, Systems, Business or related scientific /technical discipline or equivalent experience is required with 15 years of project management experience within IT. An additional 10+ years of experience may be substituted for education.
  • Must have experience in the coordination and management of test events in accordance with approved test plans, procedures, and scripts.
  • Must have knowledge and skills to ensure that test environments are set up accurately and with test data required.
  • Must be able to create and track testing metrics as needed.
  • Must have experience working in a SAFe/Agile environment.
  • Must have experience working with Jira, GitHub, or similar ALM tools.
  • Must have experience working on IT products, operating systems, software, systems, networks and/or specialized environments.
  • Must have experience in writing or assisting in the development of test plans and test procedures.
  • Strong verbal and written communication skills
  • Attention to detail and excellent customer service.
  • Highly motivated and analytical; proven problem-solving abilities.
  • Ability to take the initiative, manage one’s own time.
  • Willingness and enthusiasm to learn new skills, new client environments, and grow domain expertise.
  • Ability to conduct independent research to lead or support the resolution of complex questions and issues.
  • Excellent analytical skills, the ability to integrate information from multiple sources to execute effectively and efficiently in a dynamic environment.
  • Ability to work collaboratively in a team setting.
Preferred Skills and Experience
  • Experience working with the Department of Veterans’ Affairs
  • Healthcare Claims X.12 Transaction (837, 835, 277, etc.), Healthcare Claims and Payment Processing knowledge, Healthcare Eligibility Verification knowledge
  • Experience working with accessibility testing tools.

Clearance Required: Ability to obtain/maintain Public Trust/Suitability clearance for the VA.
