Job summary

Digital Consultants is seeking a Test & Evaluation Specialist III to support the JITC TEC II contract, delivering TE&C for ABMS systems including CBC2, TOC-L, AC, and more to aid DoD testing and evaluation efforts. You will lead requirement analyses, coordinate WIPT meetings, and serve as a primary liaison among government representatives, users, and support agencies.

Responsibilities include coordinating test execution, data collection, and analysis to produce actionable MOEs/MOPs and TE&C

Qualifications

• Active Secret clearance required on hire date.
• At least 1 certification in area of specialization (e.g., Sec+, CSM, ITIL4/5, CTEP).
• Advanced degree in a relevant technical curriculum with 4+ years of related experience.
• Demonstrated DoW acquisition developmental/operational testing experience from planning to final report.
• Excellent written, verbal and presentation communication skills.
• Familiar with Microsoft Office suite and basic data analysis.

Responsibilities

• Develop Analysis Structure (AS) with EF and DSM, and prepare Test Plans.
• Participate in ABMS Test & Evaluation (TE&C) Working-level IPT meetings.
• Coordinate as primary POC for coordinating test activities among government, users, and support.
• Participate in test execution and manage data collection during tests.

Digital Consultants is seeking a Test & Evaluation Specialist III to support the Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract which provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC’s service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities.

Job Duties & Responsibilities

JITC’s Advanced Battle Management System (ABMS) test specialists perform Joint Interoperability Test, Evaluation and Certification (TE&C) efforts for the ABMS systems: Cloud Based Command and Control (CBC2), Tactical Operations Center – Light (TOC-L), Aerial Connectivity (AC), DAF Integrated Fires Command and Control (DIFC2), Air Base Air Defense System – Missile Defense (ABADS - MD), and Digital Infrastructure (DI). They also perform Operational Test & Evaluation (OT&E) efforts for the DI program. If you have experience operating or testing any of these systems, we have an excellent growth opportunity for you.

Duties include:

• Conduct document reviews of requirements sources to produce an Analysis Structure (AS), comprised of the Evaluation Framework (EF) and Data Source Matrix (DSM), and Test Plans.
• Participate in ABMS Test & Evaluation (T&E) Working-level Integrated Product Team (WIPT) meetings.
• Serve as the primary point of contact for coordinating all test activities between Government representatives, user participants, support agencies, and other relevant stakeholders.
• Participate in test execution to include managing data collection during test.
• Participate in Data Analysis Groups for all test activities
• Analyze test results, turning raw data into meaningful Measure of Performance (MOP)/Measure of Effectiveness (MOE) driven results that align to the AS.
• Produce Quick Look Reports, Joint Interoperability Assessments, Joint Interoperability Certifications/Assessments and Risk Assessments based on data collected during test events.

Requirements

• Clearance Level: Requires active Secret clearance on hire date.
• Required Certification(s): Requires at least 1 certification in area of specialization. Examples include Sec+/SecX, Certified Scrum Master, ITIL4/ITIL5, CTEP.
• Education: Requires a Doctorate or a Master’s degree and at least 4 years of experience; or a Bachelor’s degree and at least 6 years of experience. The degree must be in a relevant technical curriculum, and experience must be related to the job duties.
• Demonstrated experience with Department of War (DoW) acquisition developmental/operational testing from initial test planning through delivery of the final test report.
• Excellent communications skills, including verbal, written and presentation skills with the ability to write complex software developer-level issues in a clear, concise, and easily understood manner.
• Familiar with and actively using the Microsoft Office suite.

PREFERRED SKILLS

• Experience with test tools and operational systems such as Joint Analysis Net-centric Evaluation Testing Toolkit (JANETT), Tactical Data Link Integration Exerciser (TIGER), Air Defense Systems Integrator (ADSI), Battlefield Operations Support System (BOSS), Network, System Integration and Test Environment (NSITE), Automated Test Case Generator (ATC-Gen), and Small Tactical Terminal (STT).
• Attention to detail creating, reviewing and editing requirements, specifications, and recommendations related to proposed solutions.
• Ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end users.

Environmental Conditions

Contractor site with 10%-25% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Work is generally performed within an office environment, with standard office equipment available.

Strength Demands

Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
