A local government entity is seeking a Customer Service Representative to assist citizens with inquiries related to water and sewer services. The role requires excellent customer service skills, a high school diploma, and the ability to handle cashier duties. This position involves extensive public interaction, both in person and over the phone, and requires strong communication abilities in English, with Spanish being a plus.
Position Summary
Assist citizens with service inquiries, minor complaints, payments and general questions regarding water and sewer services. Perform a variety of accounting and clerical duties which require the application of some independent judgment. Cashier duties include the receiving/processing of monies and payments to HWWS accounts at the window and/or drive thru. CSR duties include assisting citizens with service, resolving minor complaints and processing connects and disconnects for service. Work requires extensive involvement assisting citizens with inquiries about services provided by the Waterworks System and interpreting routine policies and regulations on the basis of training and knowledge gained through experience on the job. Advice is available on unusual work problems and work is reviewed or checked in progress and upon completion for accuracy and adherence to department standards and procedures. Extensive contact with the public over the telephone and in person. Professionalism, courtesy and firmness are required in dealing with the public concerning service matters; however, a supervisor is readily available to aid with customer concerns or issues. Work is performed under direct supervision and is evaluated by the efficiency and accuracy of duties performed.
Duties/Tasks
Assist citizens, on a walk-in basis or via telephone, with inquiries about services and explain/interpret routine policies, procedures and regulations, and research issues.
Assist the public by phone or walk in concerning departmental operations, services and regulations; make limited decisions within the framework of department rules and policies and communicate decisions to the public.
Process payments and inquiries over the counter, through the mail, via telephone, internet, wire transfers and checks and through the drive-thru pneumatic system by opening and closing the tubes for payments sent in by customers.
Pull cash drawer out for the day from vault, balance daily receipts with cash on hand; prepare and maintain related records.
Explain required service charges, installation procedures, billing charges and utility disconnection procedures.
Obtain information necessary to connect or disconnect utility services.
Participate in the maintenance of department records and reports; file and retrieve material; post data to records, including, but not limited to utility billing and handheld equipment.
Complete necessary forms to follow through with customer service needs.
Perform duties of cashier when regular cashier is absent.
Contact service personnel by radio for turn-ons and disconnects.
Perform related work as required.
Adhere to all City of Harlingen policies, i.e., Personnel Policies and Procedures, Safety Program, Administrative Code, etc.
Education
Must Have High School Diploma or GED
Experience
1-2 years of experience in using a 10 key calculator
Must have 1-2 years of experience as a Cashier
Must have 1-2 years of experience as a Customer Service Representative
Must have experience of working with the public
Required Skills
Must possess a valid TX drivers license
Must have a working knowledge of computers and office machines
Must be able to type 30 wpm with accuracy
Knowledge of standard office methods and procedures, business English, spelling and arithmetic
Knowledge of department programs and procedures
Ability to communicate in English and Spanish helpful
Ability to explain different meter sizes and needs to customers
Ability to explain cryptosporidium and boil order instructions
Ability to handle basic garbage fee inquiries and refer to appropriate de artment.
Ability to establish and maintain effective working relationships
Ability to learn policies, procedures, and equipment operations related to the HWWS
Some knowledge of banking procedures preferred
Ability to work with ease and accuracy during high volume periods
Ability to remain composed in stressful situations
Ability to communicate in English and Spanish preferred
