  • Prepares financial analysis, periodic and ad-hoc reports by researching, compiling, monitoring, and summarizing current and historical financial information and data.
  • Monitors and analyzes expenses and activities and identifies and solves potential or existing problems.
  • Prepares work for processing by gathering and sorting documents and related information; verifying correct funding.
  • Monitors and provides assistance with components of the annual operating budget, forecast, estimates, business plan, performance measures and satisfaction surveys.
  • Assures compliance with conditions of grant by monitoring and analyzing intergovernmental agreements, contracts, grants and subcontract expenses and activities; ensuring compliance with laws.

About This Position

The Temporary Financial Analyst II provides financial and analytical support for the department’s operating fund, purchasing activities, contract monitoring, and financial reporting. This position is responsible for monitoring expenditures, analyzing financial transactions, and ensuring compliance with City financial policies, procurement requirements, and contractual obligations. The analyst supports budget monitoring, prepares financial reports, reconciles expenditures, assists with accounts payable activities, and maintains financial tracking tools to promote accurate and timely financial management. Key responsibilities include assisting with contract monitoring and compliance, processing and tracking purchases, reviewing financial documentation, supporting reporting requirements, and coordinating with program staff, vendors, and internal departments to ensure effective fiscal operations. The Financial Analyst II also performs financial analysis to identify trends, variances, and operational impacts, while providing recommendations to improve financial processes and support informed decision‑making.

Job Description:

Purpose:

Coordinates and provides financial information to management by planning, developing, interpreting, monitoring, processing and reporting financial information for use by management.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Prepares financial analysis, periodic and ad‑hoc reports by researching, compiling, monitoring, and summarizing current and historical financial information and data, reporting on variances and trends, and compiling financial information from various financial systems.

  • Monitors and analyzes expenses and activities and identifies and solves potential or existing problems.

  • Prepares work for processing by gathering and sorting documents and related information; verifying correct funding.

  • Monitors and provides assistance with components of the annual operating budget, forecast, estimates, business plan, performance measures and satisfaction surveys.

  • Assures compliance with conditions of grant by monitoring and analyzing Interlocal agreements, contracts, grants and subcontract expenses and activities; ensuring compliance with federal and local laws. Prepares and submits grant reporting.

  • Prepares/approves accounting and financial transactions by verifying documentation and accurately completing transactions.

  • Reviews documentation and funding information for accuracy and ensures that transactions are processed in accordance with city policy, applicable laws and regulations, and sound business practices

  • Assists departments and other customers by providing procedural and financial information and guidance with financial systems.

  • Researches and provides information requested by City Council, City management, boards and commissions, vendors, the public, regulatory agencies and other City offices.

  • Maintains computer spreadsheets and databases to support project data analysis and financial reporting.

  • Monitors and analyzes revenue by researching, compiling, reviewing accounts and summarizing current and historical data.

Minimum Qualifications:

  • Graduation with a Bachelors degree from an accredited college or university with major course work in a field related to Finance, Accounting, or Economics plus two (2) years’ experience in a related field.

  • A Master’s degree in Finance, Accounting, Economics, Business or Public Administration or other relevant field may be substituted for experience.

Preferred Qualifications:

  • Experience with operating budget development, monitoring, and financial reporting.

  • Experience with procurement processes, purchasing, and accounts payable.

  • Experience monitoring vendor contracts and ensuring compliance with contractual requirements.

  • Experience reconciling financial transactions and analyzing budget variances.

  • Experience using enterprise financial systems (e.g., Advantage, Munis, SAP, Oracle) and Microsoft Excel.

  • Experience with governmental accounting principles, financial policies, and internal controls.

Austin Emergency Management (AEM) plans and prepares for emergencies, educates the public about preparedness, develops volunteers, manages grant funding to improve homeland security and public safety capabilities, coordinates emergency response and recovery, supports planned events, and works with public and partner organizations to protect our whole community when it needs us the most.

The successful candidate will have strong analytical, organizational, and communication skills with the ability to manage multiple priorities and meet deadlines.

Background Investigation

A Criminal Justice Information Services (CJIS) Background Investigation and a Financial Responsibilities Criminal Background Investigation (CBI) will be required.

  • Verification of your education (which may include high school graduation or GED, undergraduate and/or graduate degrees) will be required. You must provide proof of education from an accredited organization/institution.

  • And are in the military or a veteran, you will need to provide a copy of your DD- 214 prior to confirming a start date.

Compensation:

$28.29 - $35.37/per hour

Assessment:

An assessment may be included as a part of this recruitment process.

Hours:

8:00 AM - 5:00 PM

Hours will vary depending on operational needs. Some evenings and weekends will be required.

Travel:

If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
