General Purpose
Under general supervision, performs responsible and moderatelycomplex technical and administrative support duties related to theDistrict's employee health insurance benefits plans and workers'compensation program; provides information and assistance toDistrict employees and retirees regarding benefit plans andpolicies; conducts and compiles market surveys used to formulateproposals in the collective bargaining process and performs relatedduties as assigned.
Essential Duties & Responsibilities

- Assists the District's Benefits Coordinator and other HumanResources Department staff/management by providing administrativeand technical support in implementing and administering theDistrict's health and life insurance benefit plans, the long-termdisability plan, and the workers' compensation program.
- Prepares, reviews and processes benefit eligibility andinformation for employees and retirees; assists with the annualopen enrollment process; assists employees and retirees byproviding information on and explaining available benefit planoptions, benefit plan coverages, eligibility requirements, claimprocedures, and enrollment procedures; assists employees inaccurate completion of benefit enrollment selections; coordinateswith benefit brokers and benefits vendors; inputs employee andretiree health insurance related data into appropriate system, andprocesses with insurance carriers.
- Prepares and distributes general benefits communicationmaterials, notices, and plan descriptions; explains IRS codes andother legal/regulatory requirements governing the use andadministration of benefit plans; explains to employees benefit plancoverages, eligibility for benefits and claims procedures;verifies employee, dependent and retiree plan eligibility andaccurate completion of enrollment forms.
- Reviews carrier and provider premium billing statements;identifies and resolves billing discrepancies; reconciles Districtpremium contributions against payroll deductions; recommendspayment of billing statements; receives and deposits payments fromemployees and retirees; assists with processing additions of waiverrecipients after verifying eligibility; assists with maintainingaccurate employee, retiree and waiver recipient records.
- Serves as liaison and employee advocate with external planadministrators to resolve benefits concerns and coverage/paymentproblems in the best interests of the employee and the District;assists employees or beneficiaries regarding claims, coverage andeligibility issues; makes employee arrangements for premiumpayments during FMLA, STD and LTD leaves; responds to and ensuresDistrict compliance with domestic court orders applicable tobenefits participation and cost/garnishment.
- Assists with the District's ACA compliance efforts; createsmonthly and annual ACA trending eligible reports; verifies andprocesses ACA eligibility and enrollment; assists with the annualIRS and CA FTB reporting.
- Assists in the administration of the District's workers'compensation plan; monitors claims, updates records, andcommunicates with physicians and medical facilities to acquiremedical certifications for work status reports; reviews andprocesses employee injury reports; researches and responds toinquiries pertaining to injured workers.
- Drafts a variety of correspondence, reports and othermaterials.
- Demonstrates sensitivity to and understanding of historicallyminoritized groups and participates in professional developmentactivities to increase cultural competency to enhance equity-mindedpractices within the District.
- Supports and participates in the District's collectivebargaining process; provides technical input on contract language;conducts surveys, and prepares reports for the collectivebargaining process.
- Prepares and conducts staff training sessions and otherpresentations to a variety of audiences.
OTHER DUTIES
- Attends monthly Health Benefits workshop meetings. May assistwith scheduling meetings in the Coordinator's absence.
- Attends/may serve on the Fresno Area Self Insurance BenefitsOrganization (FASBO)/EdCare Board in the absence ofCoordinator.
- Assists in updating the District's benefits website.
- Performs related duties as assigned.

EDUCATION AND EXPERIENCE
Graduation from high school or GED equivalent and at least twoyears of responsible experience performing administrative supportfor employee benefit plan administration and workers' compensationprograms; or an equivalent combination of training andexperience.
LICENSES, CERTIFICATES AND OTHERREQUIREMENTS:
Certain assignments may require a valid California driver's licenseand the ability to maintain insurability under the District'svehicle insurance program.
