About The Position

The County of Riverside’s Human Resources Temporary Assignment Program (TAP) seeks to fill a Temporary Assessor-Clerk-Recorder Technician Trainee position. This is a full-time, temporary position located in multiple county locations, including Hemet and Riverside.

Candidates who are self-motivated with strong organizational skills, a positive attitude, and a willingness to learn are highly encouraged to apply.

Under close supervision and in a learning capacity, performs technical and clerical work in one or more of the major functional divisions of the Assessor-County Clerk-Recorder's (ACR) Office, and depending on assignment, some or all of these duties may be performed, in addition to performing other related duties as required.

The Assessor-Clerk-Recorder Technician Trainee is the entry level classification in the ACR Technician series and reports to an appropriate supervisor or manager level position. Incumbents receive initial training in the techniques and procedures essential to the classification's duties including examining records, images, indexes, and copies, and archiving official records recorded and filed in the County. Incumbents are also responsible for conducting, under close supervision, civil marriage ceremonies, registering notary public commissions, accepting fictitious business name statements, and filing a variety of other legal notices. In a learning capacity, incumbents will compile data and maintain records in support of the professional appraisal staff and read and interpret legal descriptions of property clarifying ownership. Incumbents further respond to questions and provide information to the public. The majority of the positions within this classification series require direct contact with and service to the public.

The most competitive candidate will possess skills in Microsoft Office Programs, prior experience reviewing legal documents, and have excellent verbal and written communication skills.

The Assessor - County Clerk - Recorder (ACR) has a staff of over 375 employees located in offices throughout Riverside County. The Assessor is responsible for locating, identifying and valuing all taxable property in Riverside County. The Recorder is responsible for providing the public with constructive notice of private acts and creating and maintaining custody of permanent records for all documents filed and recorded in Riverside County. The County Clerk services range from issuing marriage licenses and performing marriage ceremonies to accepting filings of Fictitious Business Name Statements. The Records Management Archives Program (RMAP) unit provides professional records management services, and the Archives Program provides public access to the history of Riverside County.

Examples Of Essential Duties

(Depending on the area of assignment, duties may include, but are not limited to, the following)

  • In a learning capacity, retrieve, research, prepare, and/or provide certified copies of legal documents, Official Records, and Vital Records; assist and instruct the public in self-service research of Official Records of property ownership, deeds, liens, etc., via microfiche and archives; prepare copies of papers, maps, and documents; under supervision, calculate and collect fees.
  • Assist with issuing applications for Marriage Licenses and perform civil marriage ceremonies.

Assist with accepting, reviewing, and processing filing Fictitious Business Name Statements, Abandonments, Dissolutions of Partnership, Withdrawals of Partnership, and Proof of Publications.

  • Review, verify, and accept legal documentation, and/or prepare supporting documents for certifying Notary Publics, Humane Officers, Registration of Process Servers, Official Photocopiers, Unlawful Detainer Assistants, Powers of Attorney, and others; administer oaths and executes certifications; collects appropriate fees and submits to government agencies for final processing.
  • Assist with researching and updating property assessment records; gather information from property owners, contractors, and other sources; check property statements, boat and aircraft declarations, and forms, records, and other assessment materials for accuracy, completion, and conformance with established procedures.
  • Assist with preparing, computing, and entering changes to the tax roll.
  • Perform a variety of clerical tasks including sorting, processing, and filing documents and records; may input roll corrections for review; may update and send out information on property tax audits; assist with preparing audit roll corrections for review.
  • Under close supervision, update property characteristics and attributes; pick-up plans, permits, and other documents; sort and organize information for the appraisal process.
  • Assist the public and other governmental agencies by phone, in person and in writing by answering routine inquiries on property tax assessments, appraisal procedures, recording laws, County Clerk functions, and fees.
  • Review and scan Official Records, Vital Records, maps, and other recordable documents for archival purposes.
  • Make arithmetical calculations and verify totals; check arithmetical accuracy of claims, warrants, vouchers, or deposits; post transactions and collect receipts for monies; post cash receipts.

Minimum Qualifications

Experience: One year of clerical experience in a field related to the major functions of the County of Riverside's ACR. (Completion of 30 semester or 45 quarter units from an accredited college or university may substitute for the required full-time experience.)

Knowledge of: Modern office practices and procedures including filing and operating standard office equipment; basic arithmetic; proper telephone and reception techniques.

Ability to: Learn to review, understand, apply, and how to explain laws, regulations, and policies governing legal documents; learn to read and interpret maps, titles, property descriptions, assessment records, and related documents; perform basic arithmetical calculations; deal tactfully and courteously with the public; provide information and respond to questions from the public and establish and maintain effective working relationships with the public and other staff members; attain and meet departmental production standards by the conclusion of the probationary period.
