Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Technical Program Analyst to support the SSBN In-Service Program Office, coordinating with Submarine Fleet stakeholders, NAVSEA, SSP Program Offices, NAVSUP and DLA to resolve complex maintenance and material issues.

This role emphasizes end-to-end lifecycle management, supplier development, and cost-effective logistics for the Navy's submarine programs. 100% telework is possible; DoD Secret clearance is required for employment.

Qualifications

• Bachelor’s degree in a business or technical field.
• 7+ years of proven experience in logistics operations within the Federal Supply System.
• Strong organizational, analytical, and problem-solving skills to optimize logistics and supply chain processes.
• Ability to work effectively under pressure and navigate rapidly changing circumstances.
• Excellent interpersonal and communication abilities for collaboration across diverse teams and stakeholders.
• Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment.

Responsibilities

• Provide technical and programmatic support to the SSBN In-Service Program Office (PMS396).
• Coordinate between Submarine Fleet stakeholders, NAVSEA and SSP Program Offices, and NAVSUP/DLA supply communities to resolve maintenance and material issues.
• Lead end-to-end part lifecycle activities—identification, data research, funding, contracting, manufacturing, testing, and vendor qualification.
• Support identification of financial programming and resourcing needs for PMS396L2 operations.
• Coordinate with internal and external partners as the main contact for urgent logistical inquiries.
• Analyze processes, implement enhancements, and deliver cost-effective logistical solutions.
