This position is in support of the US Air Force Education and Training Center.

Responsibilities

The Mission Critical Telecommunications Specialist 4 leads Department of the Air Force (DAF) inside plant (ISP) and outside plant (OSP) telecommunications infrastructure engineering support across multiple installations, including the design, coordination, and implementation of structured cabling.

The specialist is the technical authority for inside plant (ISP) and outside plant (OSP) infrastructure on assigned task orders. This includes cabling, equipment, pathways, spaces, and grounding and bonding. The specialist leads a team of telecommunications engineers and designers, sets technical direction, and reviews all ISP/OSP engineering deliverables before they go to the project's lead engineer for Government submittal. The specialist is a primary technical interface to the Government program office, base communications squadrons, base civil engineering, project and field leadership, subcontractors, and manufacturers.

The specialist owns the quality and constructability of the team's deliverables: site survey reports, site installation plans, equipment lists, bills of materials, drawings, specifications, cable schedules, acceptance test plans and reports, as-builts, and closeout documentation. The specialist is accountable for schedule, budget, and technical risk on assigned scope from survey through system acceptance.

Team leadership
  • Lead, mentor, and develop a team of engineers and designers. Assign work, balance workload across multiple bases, and review performance with engineering management.
  • Review and approve ISP/OSP engineering deliverables for technical accuracy, constructibility, and compliance with contract requirements, Government deliverable instructions, and M.C. Dean engineering standards. Lead the Quality Control process for the team.
  • Establish standard details, templates, and design practices that keep deliverables consistent across bases.
  • Provide ISP/OSP input to the project's lead engineer and program manager for design reviews, plan acceptance, and program team meetings.
  • Plan and forecast engineering labor, schedule, and budget. Identify and elevate technical and schedule risks early.
  • Manage subcontractor and surveyor interfaces for OSP design, GPS and shape-file data, and field installation.
Technical delivery
  • Direct requirements development and tracking. Coordinate connectivity requirements, including backbone and inter-rack cabling, outlet types, media and connector types, topology, and device locations, with network engineering, wireless, mechanical, electrical, cybersecurity, and other stakeholders.
  • Lead site survey planning and execution for communication equipment locations and ISP/OSP pathways, including spare fiber testing, manhole, handhole, and duct survey, rack and grounding documentation, power and UPS evaluation, and TEMPEST data collection.
  • Lead OSP and ISP design, including pathway and fill calculations, new fiber and conduit design, grounding and bonding, and telecommunications space planning with architecture, MEP, and electronic systems.
  • Resolve RFIs and construction discrepancies, and direct red‑line management and as‑built closeout.
  • Oversee cable acceptance test planning, qualification test procedures, and system acceptance testing support.
  • Oversee base work request and environmental review packages, and ISP/OSP cable records in the base's cable management system, following Air Force documentation requirements.
  • Guide ISP/OSP pathway and power coordination for communication equipment locations, including flightline areas.
  • Maintain current knowledge of TIA standards, BICSI publications, NEC, NESC, NFPA codes, and TEMPEST requirements, and ensure the team applies them.
