It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA OC/Infrastructure Directorate.

Duties

Help

  • Manages funds, when applicable, and tracks expenditures for the respective equipment, system, or program to ensure adequate resources are available to complete projects or provide service to customers.
  • Provides technical support of acquisitions, to include determining technical sufficiency of procurement packages, translation of technical requirements into contractual terms, technical interpretation of correspondence and documentation.
  • Performs comprehensive technical analysis of contractor deliverables. Analyzes deliverables for compliance with DISA and Department of Defense (DoD) policy and procedures. Prepares and presents briefings to senior leadership.
  • Reviews, analyzes and approves cost, develops technical specifications and accepts or rejects work products from contractors. Reviews and evaluates contract technical proposals for adequacy and compliance with Request for Proposals (RFP).
  • Conducts evaluations of telecommunications systems, projects, or programs to determine future expenditures. Reviews specifications and operational capabilities of the respective equipment and system.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements
Education

Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

Qualifying Experience

To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:

Experience conducting evaluations of telecommunications systems, projects, or programs to determine future expenditures, serving as Contracting Officer's Representative (COR), managing telecommunications contracts ensuring project goals are accomplished. Reviews, analyzes and approves cost, develops technical specifications and accepts or rejects work products from contractors. Reviews and evaluates contract technical proposals for adequacy and compliance with Request for Proposals (RFP). Performs project management duties, when applicable, which includes responsibility for ensuring project goals are accomplished.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application. There is no substitution of education for the qualifying experience at the GG-13 grade level.
