This role serves as the primary quality representative throughout design, preconstruction, construction, commissioning, and operational turnover while ensuring projects are delivered safely, on schedule, within budget, and in accordance with QTS standards and operational requirements. The Project Manager partners closely with Development, Design, Construction, Operations, Security, Connectivity, Commissioning Agents, General Contractors, Integrators, and Trade Partners to ensure Telecom and Security systems are designed, installed, tested, documented, and turned over in compliance with approved design documents, Basis of Design (BOD), project specifications, industry standards, and commissioning requirements. This position requires a blend of technical expertise, project management leadership, quality oversight, stakeholder engagement, and operational readiness experience within mission-critical environments.

Review design documents, Basis of Design (BOD), specifications, submittals, and construction documents to verify compliance with project requirements, industry standards, and QTS expectations. Participate in design reviews and provide feedback on quality, constructability, maintainability, commissioning readiness, and operational requirements. Review contractor and vendor QA/QC plans and ensure quality requirements are incorporated into project execution strategies. Perform field inspections and quality assessments to verify installations conform to approved drawings, specifications, manufacturer requirements, and established standards. Verify installation quality of structured cabling systems, fiber infrastructure, pathways, grounding and bonding systems, access control systems, CCTV systems, Telecom rooms, Security Equipment Rooms, MMRs, IDFs, MDFs, and OSP/ISP infrastructure. Identify quality risks, installation deficiencies, documentation gaps, and commissioning concerns early in the project lifecycle and drive corrective actions through closure. Establish and manage Telecom and Security Room Readiness programs, inspections, and milestone reviews. Coordinate readiness activities to ensure systems, documentation, testing requirements, and issue resolution activities are complete prior to commissioning. Support and witness testing and commissioning activities including fiber testing, copper testing, access control validation, camera verification, door hardware testing, integrated systems testing, and other acceptance activities. Manage quality observations, deficiencies, punch lists, corrective actions, and commissioning-related issues from identification through final resolution. Maintain project quality records, inspection reports, testing documentation, readiness reports, and turnover deliverables. Develop and distribute quality metrics, dashboards, readiness reports, and project status updates for project teams and leadership stakeholders. Collaborate with General Contractors, vendors, consultants, commissioning agents, and internal stakeholders to support project execution and issue resolution. Represent QTS Quality during OAC meetings, quality reviews, commissioning meetings, turnover discussions, and other project coordination activities. Ensure all turnover documentation, testing records, as-built drawings, commissioning reports, and operational deliverables are complete and accepted prior to project closeout. Promote a culture of quality, accountability, continuous improvement, and operational excellence across all phases of project delivery. Support the development and continuous improvement of Telecom and Security QA/QC standards, checklists, processes, and best practices.
