Job summary

State of California's CPUC Communications Division seeks an Analyst I to support the Telco Licensing and Registration Oversight program. This hybrid, permanent position involves analytical work, reporting, and coordination with stakeholders across telecom regulation.

Travel is required, interviews may be virtual or in-person, and applicants must be able to provide a complete STD 678 form and SOQ responses.

The California Public Utilities Commission (CPUC) designated Communications Division (CD) to guarantee safe, reliable, and reasonable rates for services provided by telephone corporations across California pursuant to Public Utilities Code Section 451. Among other requirements, telephone corporations must obtain the appropriate CPUC authority or approval to operate in California and comply with all Public Utilities Code provisions, CPUC Rules, General Orders (GO), Decisions and Resolutions applicable to providing regulated voice services. The Telco Licensing and Registration Oversight (TLRO) program was established within CD to implement, administer and oversee all licensing, registration, and compliance activities associated with the operating authority or approvals granted to all telephone corporations providing regulated voice services in California.

Under the direction of the Program and Project Supervisor, the Analyst I will perform work of average difficulty in a wide variety of consultative and analytical staff services assignments in support of work under the Telco Licensing and Registration Oversight Program and the Carrier Oversight and Programs Branch (COPB).

Working Conditions

This position requres travel. This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

  • Experience handling matters and issues related to state, federal or local government regulated industry (e.g., telecommunications industry).
