Job summary

Spektrum supports apex purchasers (NATO, UN, EU and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We are seeking personnel to join our team to support key client projects in Norfolk, VA, on-site.

The role focuses on analysing Emerging and Disruptive Technologies (EDT) to help NATO capabilities, balance strategic guidance with practical adoption pathways, and deliver actionable recommendations to the project teams.

Qualifications

  • Bachelor’s degree in CS/ICT or closely related field with 4 years of relevant experience.
  • Alternatively, 6+ years of progressive duties in relevant function without degree.
  • Two years’ experience in acquisition, assembly, and interpretation of R&T information.
  • Knowledge of S&T information sources in defence research labs, academia, and ministries.
  • Experience interpreting future S&T/EDT information for military applications.
  • Proficiency with PC office automation and internet research.
  • Ability to analyze EDT documentation, identify adoption pathways, and provide practical examples.
  • Proficiency in English per STANAG 6001 (SLP 3333).

Responsibilities

  • Contribute to identification of new EDTs and cataloguing existing ones.
  • Provide deliverables to support TA development and the TA critical enabler.
  • Analyze how TA can support identified WDI Lines of Development.
  • Update TA Vision documents to describe a common understanding of TA.
  • Prepare an initial draft Action Plan for TA development.
  • Support IOC and FOC definitions.
  • Support creation of a TA community of interest.
  • Support the TA PM and Sponsor with reports on TA activities.
  • Interact with external stakeholders within contract scope.

Allied Command Transformation (ACT) is NATO’s leading agent for change: driving, facilitating, and advocating the continuous improvement of Alliance capabilities to maintain and enhance the military relevance and effectiveness of the Alliance. The main objectives of ACT are: providing appropriate support to NATO missions and operations; leading NATO military transformation; and improving relationships, interaction and practical cooperation with partners, nations and international organisations. ACT therefore leads Alliance concept development, capability development, training and lessons-learned initiatives and provides unfettered military support to policy development within NATO.

The Capability Requirements (CR) Branch

The Capability Requirements (CR) Branch will develop theCapability Requirements Brief and recommended courses of action to resolve issues through the life cycle management of requirements using matrixed, cross-functional project-specific Requirements Management teams.

The Requirements Forward Branch (Mons) is responsible for conducting requirements development and management representation and engagement-related functions in Europe.

The Capability Division coordinates the development of capabilities from capability planning through acceptance and then disposal with management entities, NATO Headquarters staff and the NATO Governance Structure

The Capability Forward Branch (Mons) coordinates with ACO, NCIA, NSPA, NATO HQ, territorial Host Nations, and NATO Centres of Excellence (COEs) to support the development of capabilities.

Strategic Plans and Policy (SPP) supports Allied Command Transformation in formalizing military advice to shape future military strategy, political guidance, and other policy documents supporting NATO’s strategic objectives.

Background and Scope of work

Analysing Emerging and Disruptive Technologies (EDT) is a critical task for NATO in order to remain competitive, innovative, and operationally relevant in today’s rapidly evolving security landscape. In relation to the NATO Warfare Capstone Concept (NWCC), the Warfare Development Agenda (WDA), and Technology Advantage, the requirement to understand, assess, and adopt EDT continues to evolve rapidly and requires dedicated analytical support. This support must focus on how emerging technologies can be applied within the military environment, including their relevance to current and future conflicts, and how they can be translated into practical examples, adoption pathways, and evidence-based recommendations.

In accordance with the Alliance Warfare Development Agenda, the pursuit of WarfareDevelopment Imperatives and Lines of Delivery depends on establishing and maintaining critical enablers, including data, agility, the right people with the right skills, persistent preparation, dayzero integration, and technology advantage. Despite NATO’s long-standing technical and scientific superiority, the Alliance must continue to assess how competitors are closing the gap by improving their technologies and capabilities. NATO’s success requires a deliberate and informed approach to using technology to create advantage. Technology Advantage is therefore a critical enabler of the NWCC and WDA, and its implementation requires personnel able to analyse EDT documentation, assess applicability in the military environment, and develop practical examples showing how such technologies may be adopted to meet the operationalchallenges of today and tomorrow.

Role and Duties
  • Contribute to identification of new and cataloguing of existing EDTs.
  • Contribute and provide deliverables to support the further development and production of the Technology Advantage critical enabler.
  • Analysis of how TA can support identified WDI Lines of Development.
  • Update of current TA Vision documents to describe a common understanding of TA.
  • Prepare an initial draft Action Plan for the development of TA
  • Support the definition of Initial Operating Capability (IOC).
  • Support the definition of Final Operating Capability (FOC).
  • Support the creation of a TA community of interest. This will lead to further engagement with internal NATO and external stakeholders.
  • Support the TA Project Manager and Sponsor through the provision of information and reports on the activities associated with the TA Action Plan and integration of the TA concept with other associated projects and experimentation activities.
  • Interact directly with external stakeholders within the scope of this contract
Essential Qualifications

A minimum requirement of a Bachelor’s degree at a nationally recognised/certifiedUniversity in computer science, information and communication technology or closelyrelated scientific or engineering discipline and 4 years post-related experience. The lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to ACT, that is, at least 6 years extensive and progressive in duties related to the function of the post.

Two years' experience in the acquisition, assembly, and interpretation of research &technology information.

Knowledge of S&T information sources in nations, for example defence researchlaboratories, academic institutions, media, and defence ministries.

Experience in interpreting future S&T and EDT-related information in order to assess how such technologies may be applied within the military environment and adopted to address current and future operational challenges.

Practical experience with PC office automation products, including the use of internet for information research.

Ability to conduct analytical work on EDT documentation, identify adoption pathways, and develop practical examples of how emerging technologies can be applied to the conflicts of today and tomorrow.

Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading, and Writing) or equivalent.
