Overview

Systems Planning and Analysis, Inc. (SPA) delivers high‑impact technical solutions to national security issues. The Joint, Office of the Secretary of Defense, Interagency Division (JOID) supports a range of customers across the Department of Defense, Federal Civilian, and international markets.

SPA provides critical decision support to enable the delivery of secure, resilient capabilities to the warfighter. Our team of analysts evaluates military problems, identifies driving factors, devises innovative approaches, collects data, develops software tools, and performs assessments to inform technology and acquisition governance decisions.

We have an immediate need for a Technologies and Experimentation Integrator to provide onsite support out of Arlington, VA.

Responsibilities

The Technologies and Experimentation Integrator will be a member of the Enhanced Program Integration in Combatant Commands (EPIC) Team, accelerating the transition of DARPA technologies to the warfighter. The role involves:

  • Managing a diverse portfolio of DARPA programs and coordinating transition activities.
  • Tracking financial milestones and serving as a key liaison between DARPA and Combatant Command stakeholders.
  • Identifying, defining, and rapidly prototyping solutions for operational challenges by embedding DARPA technologies into CCMD exercises and war plans.
  • Advocating for technology adoption and fostering relationships with Program Managers, CCMD staff, industry partners, and other stakeholders.
Qualifications

Required:

  • Master’s degree or higher in a technical or national security discipline.
  • Active TS/SCI clearance and experience with Special Access Programs.
  • 20+ years of DoD experience, including senior military officer (O‑6) or senior civilian (GS‑15/SES).
  • Recent experience on a Combatant Command, Component, Joint Staff, or Service Headquarters staff.
  • Verified operational warfighter experience (e.g., pilot, special warfare officer, infantry officer).
  • Experience serving as a direct advisor to General/Flag Officers or Senior Executive Service members.
  • Excellent communication, interpersonal, and presentation skills for technical and non‑technical audiences.
  • Knowledge of digital communication across multiple architectures.
  • Experience transitioning technology into operational environments, including integration of R&D programs into CCMD exercises.
  • Understanding of Technology Readiness Levels (TRL) and integration with CCMD exercises.
  • Stakeholder management skills to cultivate relationships with Program Managers, CCMD staff, industry partners, and other key government stakeholders.
  • Ability to report to Arlington, VA as required.

Desired:

  • PhD or equivalent experience in a scientific or technological discipline.
  • 2+ years working in an R&D environment or with low‑TRL programs.
  • PPBE experience working with defense budget process at CCMD, Component, Joint Staff, or Service Headquarters.
  • Past experience working with DARPA and DARPA Program Managers.
Salary

Salary transparency pay range: $190k-$230k.
