Cortina Solutions seeks a Technical Support Management (TSM) System Specialist to support the U.S. Coast Guard OPC PRO program in Mobile, Alabama.

The role involves TSM system administration and ETC deficiency tracking for ship construction, inspection, and sea trials. The candidate will manage deficiency records, maintain trial-card databases, and assist government personnel with configuration-controlled tracking of discrepancies from production through dockside and at-sea testing.

Qualifications

• Bachelor’s degree or equivalent relevant experience.
• Minimum of six (6) years in ship construction deficiency tracking, inspection programs, or trial card management.
• Current DoD SECRET security clearance required.
• Experience using the Government TSM system and Electronic Trial Card (ETC) tool.
• Proficiency with Microsoft Office applications (Word, Excel, PowerPoint).
• Ability to operate in shipyard and waterfront environments.

Responsibilities

• Serve as local administrator for the TSM system supporting OPC PRO deficiency tracking.
• Maintain ship-specific deficiency databases within the TSM and ETC tools.
• Track deficiency records from creation through verification and closure across inspection and trial events.
• Support Surveillance activities, Test Witnessing, and related inspection and trial processes.
• Assist OPC PRO and INSURV with ETC trial cards creation and management.
• Prepare technical briefings, milestone reviews, assessments, and audit materials.

Job Description:

Cortina Solutions is seeking a Technical Support Management (TSM) System Specialist to support the U.S. Coast Guard Offshore Patrol Cutter (OPC) Program Resident Inspection Office (PRO) in Mobile, Alabama. This position provides Technical Support Management (TSM) system administration and Electronic Trial Card (ETC) deficiency tracking support for ship construction, inspection, and sea trial activities.

The selected candidate will support lifecycle management of deficiency records, maintain trial card databases, and assist Government personnel with configuration-controlled tracking of discrepancies identified during production, inspection, and dockside and at-sea trials.

Responsibilities

• Serve as local administrator for the Technical Support Management (TSM) system supporting OPC PRO deficiency tracking activities
• Maintain ship-specific deficiency record databases within the TSM and Electronic Trial Card (ETC) tools
• Track deficiency records from creation through verification and closure across inspection and trial events
• Support Surveillance activities, Test Witnessing, Compartment Completion Inspections, Corrective Action Requests (CARs), and Trial Card tracking processes
• Assist OPC PRO and INSURV personnel with creation, processing, and management of ETC trial cards
• Support preparation of technical briefings, milestone reviews, assessments, and audit materials related to deficiency status
• Generate trial card status reports and metrics supporting correction of deficiencies during pre-trial, dockside, and at-sea testing periods
• Maintain capability to create and transfer deficiency data between cutter baselines and rollover trial card datasets
• Support screening activities before, during, and after dockside and underway trials
• Maintain deployable network capability supporting deficiency tracking during sea trial execution
• Coordinate responses to INSURV database requests associated with trial card status and deficiency reporting
• Provide system overviews and user support for TSM and ETC tools to Government and shipbuilder personnel as required
• Support preparation of weekly program status reports and technical performance metrics
• Attend meetings and program reviews supporting trial readiness and deficiency management activities

Job Requirements

• Bachelor’s degree from an accredited institution (or equivalent relevant experience)
• Minimum of six (6) years of experience supporting ship construction deficiency tracking, inspection programs, or trial card management activities
• Current CompTIA Security+ certification (or ability to obtain prior to start)
• Experience using the Government TSM system and Electronic Trial Card (ETC) tool
• Experience supporting inspection, surveillance, or trial-related deficiency management processes
• Proficiency with Microsoft Office applications including Word, Excel, and PowerPoint
• Ability to support dockside and underway trial events, including operation in shipyard and waterfront environments
• Ability to maintain equipment compliance with Authorization to Operate (ATO) requirements supporting trial systems
• Active DoD SECRET security clearance required.

Preferred Qualifications

• Experience supporting U.S. Coast Guard or U.S. Navy shipbuilding programs
• Experience supporting INSURV trial events or production acceptance testing environments
• Familiarity with NAVSEA TSM configuration control requirements
• Experience supporting deployable networks or mobile data collection environments during trials
• Experience tracking rollover deficiencies across hull production baselines

Primary location: Mobile, AL

Travel: Up to 10%travelisanticipated.
