Job summary

E-Frontiers in Dallas seeks a Technical Proposal Engineer – Civil to join the pre-construction and bids team, developing technically robust proposals for major civil infrastructure and energy projects.

You will work with estimating, engineering, planning, and commercial teams on earthworks, drainage, and site logistics, translating engineering requirements into persuasive tender submissions.

Qualifications

• Bachelor's degree in Civil Engineering or related discipline.
• Experience on infrastructure or construction bids/tenders.
• Understanding of civil construction, earthworks and drainage.
• Experience with NEC contracts, method statements, or construction schedule development.
• Knowledge of BIM, GIS, or environmental considerations within civil engineering projects.
• Strong understanding of bid and tender processes.
• Proficiency in Microsoft Office, particularly Word and Excel.
• Exposure to CAD or Civil 3D would be advantageous.
• Strong written and verbal communication skills.
• Excellent attention to detail and ability to manage multiple deadlines.

Responsibilities

• Support the estimating team in preparing earthworks and drainage methodologies for bid and tender submissions.
• Review bid documents, specifications, drawings, and preliminary designs to develop technical strategies.
• Collaborate with design, planning, estimating, and commercial teams to align inputs with project requirements.
• Develop technical narratives, sketches, calculations, data tables, and supporting documentation for proposals.

About the Role – Technical Proposal Engineer

We are looking for a motivated and detail-oriented Technical Proposal Engineer – Civil to join the pre-construction and bids team, supporting the development of competitive, technically robust proposals for major civil engineering and infrastructure projects.

The role will focus primarily on developing and supporting earthworks and drainage strategies for tender submissions, working closely with estimating, engineering, design, planning, and commercial teams.

• Drainage and surface water management.
• Site access, roads, hardstands, and associated infrastructure.
• Ground conditions, materials, and construction methodologies.
• Preliminary civil layouts and design coordination.
• Construction sequencing and methodology.
• Environmental and site constraints affecting civil works.
• Coordination between civil design, construction, estimating, and commercial requirements.
• Review tender documentation and identify key technical requirements, deliverables, and constraints.
• Assist in developing technical methodologies and construction approaches for civil works.
• Support the preparation of compliant technical responses and proposal narratives.
• Coordinate technical information between estimating, engineering, planning, and commercial teams.
• Review technical requirements against project specifications and client expectations.
• Assist with identifying project risks, assumptions, exclusions, and potential opportunities.
• Ensure proposal inputs are properly documented and submitted within required timelines.
• Contribute to the development of competitive and technically credible tender submissions.
