Technical Project Manager / Technical Consultant (Data Engineering)

Location: London (Hybrid - 2 days per week in the office)
Salary: £65,000 - £75,000 per annum (depending on experience)
Employment Type: Permanent

The Opportunity

We are seeking an experienced Technical Project Manager / Technical Consultant with a strong Data Engineering background to join a growing consultancy delivering high-profile digital and data transformation programmes across the UK Central Government.

This is a hands‑on delivery role requiring someone who can confidently bridge the gap between technical delivery teams and senior stakeholders. You'll be responsible for managing complex data‑focused projects, producing high‑quality Statements of Work (SoWs), and ensuring successful delivery within highly regulated government environments.

The ideal candidate will have extensive experience working within UK Central Government, possess an active SC Clearance, and be comfortable engaging with both technical teams and senior client stakeholders.

Key Responsibilities

• Lead the delivery of complex technical and data engineering projects from inception through to completion.
• Work closely with clients to understand business requirements and translate these into deliverable technical solutions.
• Produce, review and manage detailed Statements of Work (SoWs), project plans and delivery documentation.
• Manage project scope, timelines, budgets, risks and dependencies.
• Coordinate multidisciplinary delivery teams including Data Engineers, Architects, Developers and Business Analysts.
• Act as the primary point of contact for client stakeholders throughout the project lifecycle.
• Ensure projects are delivered on time, within budget and to the highest quality standards.
• Facilitate governance meetings, project reporting and steering committees.
• Identify delivery risks and implement appropriate mitigation strategies.
• Support pre-sales activities, solution shaping and client engagement where required.

Essential Skills & Experience

• Strong background in Technical Project Management or Technical Consulting.
• Previous hands‑on experience within Data Engineering, Data Platforms or Modern Data Architecture.
• Proven experience delivering projects within UK Central Government.
• Demonstrable experience writing and managing Statements of Work (SoWs).
• Excellent understanding of Agile, Waterfall and hybrid delivery methodologies.
• Strong stakeholder management skills with the ability to engage at all organisational levels.
• Experience managing cross‑functional technical teams.
• Excellent communication, presentation and documentation skills.
• Ability to balance strategic oversight with hands‑on delivery management.
• Active SC Clearance is essential.

Desirable Experience

• Experience working with cloud platforms such as Azure, AWS or Google Cloud.
• Knowledge of modern data technologies including Azure Data Factory, Databricks, Microsoft Fabric, Synapse Analytics, Snowflake or similar platforms.
• Experience within digital transformation or data modernisation programmes.
• PRINCE2, AgilePM, PMP or Scrum qualifications.
• Consultancy or client‑facing delivery experience.
