Texas Department of Transportation's Fort Worth District is seeking a Project Manager III with broad roadway engineering knowledge and construction exposure. Based in Fort Worth, TX, you will oversee complex programs, coordinate with Federal and state agencies, and ensure compliance with regulations while maintaining project scope, schedule and budget.

Responsibilities

• Analyzes and reports on complex funding change scenarios and their impact on project schedules.
• Compiles and distributes project information, status reports, and budget expenditures.
• Coordinates activities with state agencies, MPOs, and private sector partners; secures approvals from FHWA/USDOT.
• Develops annual Transportation Improvement Programs with MPOs and long-range plans.
• Directs budgets, schedules, resources, and cost estimates; monitors adherence to contracts.

Job description

• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

Manages advanced engineering, architectural, or construction projects, providing leadership in planning, oversight and compliance with state and federal regulations. Oversees projects objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

• Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules.


• Compiles and distributes project information, status reports, and project budget expenditures.


• Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through Federal Highway Administration or U.S. Department of Transportation.


• Coordinates with local Metropolitan Planning Organizations (MPOs) to develop annual Transportation Improvement Program and long and short-range transportation plans for the area.


• Creates documentation procedures to capture and deal with changes in original project plan.


• Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.


• Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.


• Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.


• Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.


• Works with Federal Highway Administration representatives to ensure compliance with regulations for assigned projects.


• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

• Valid driver's license. This position requires driving a state vehicle.


• May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change management disciplines.
