Job summary

Texas Department of Transportation in Houston seeks a Transportation Engineer III to lead complex design projects in a central design section. You will develop layouts, plans and estimates, and you will support schedules, budgets and quality metrics while traveling to project sites for on-site reviews.

Requires a bachelor's degree in engineering, 6 years of relevant experience, and a Professional Engineer license or eligibility to obtain Texas licensure within six months.

Qualifications

  • Bachelor's degree in engineering or related science (TX PELS accepted).
  • 6 years of engineering/transportation engineering experience; graduate education may substitute for experience.
  • Valid driver’s license to operate a state vehicle.
  • Professional Engineer license; or if licensed in another state, must meet TX requirements and obtain TX license within 6 months.

  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Reviews and supports SOPs for maintaining and archiving project schedules; managing resources; budgets; project changes; and quality performance measurements.
  • Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.
  • Drives/travels to project/work locations to perform on-site reviews and provide technical support.
  • Leads/trains professional and administrative staff.
  • Performs and coordinates review of PS&E submission, special specifications or provisions.

Essential Duties:
  • Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts
  • Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
  • Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.
  • Assists with design, computer operations and plan preparation.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Leads/Trains professional and administrative staff.
  • Makes presentations and represents TxDOT.
  • May serve as a lead worker and the related tasks.
  • Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.
  • Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:
  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Geometric design relationships to traffic operations, maintenance and construction
  • Hydrologic, hydraulic and geotechnical design activities and principles
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Construction phasing and sequencing
  • Critical Path Method for managing projects
Proficient skill in
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines

Physical Requirements and Working Conditions:
