Job summary

Chenega Enterprise Systems & Solutions is seeking a results-driven Technical Project Manager/ISSO to lead high-level cybersecurity projects for the OST, WCF, and related programs.

The role may report onsite at the U.S. Department of Transportation’s Washington, DC Headquarters, with work hours 8:00 am–6:00 pm EST, Monday through Friday, excluding holidays and during emergency exercises.

Qualifications

  • 8 to 10 years’ experience in cybersecurity project management.
  • Master’s degree in computer science, information systems or equivalent.
  • Demonstrated experience in leading technical teams, supporting federal compliance requirements, and implementing enterprise technology solutions.
  • Knowledge of cybersecurity frameworks (NIST SP 800-53, NIST 800-601, FedRAMP) and ATO processes.

Responsibilities

  • Manage and lead high level functional and technical projects.
  • Perform security analysis of each process to identify opportunities for improvement and optimization.
  • Advise stakeholders on database design, data management, internal controls, and cybersecurity best practices.
  • Lead complex cybersecurity and IT modernization projects within distributed, multi‑platform environments.
  • Prepare and deliver presentations and briefings as required.

THIS IS PROPOSAL WORK CONTINGENT ON CONTRACT AWARD

Chenega Enterprise Systems & Solutions is seeking a results-driven, high-performing professional with 8 to 10 years’ experience to manage and lead high level functional and technical projects; performing security analysis of each process in shipping and receiving to check for improvements and optimization, make/suggest necessary changes to management to improve productivity; sharing their in-depth understanding of the business and system processes and their knowledge of the variety of system changes and various measure to manage ATO to serve as the Technical Project Manager/ISSO for the U.S. Department of Transportation’s Office of the Secretary (OST), Working Capital Fund (WCF), Office of Facilities, Information, and Asset Management.

Work Location:
  • The Technical Project Manager/ISSO may be required to report onsite at the U.S. Department of Transportation’s Washington, DC Headquarters.
  • Must be available Monday through Friday, 8:00 am – 6:00 pm Eastern Standard Time except holidays, and for emergency exercises.
Responsibilities
  • Manage and lead high level functional and technical projects.
  • Perform security analysis of each process in shipping and receiving to identify opportunities for improvement and optimization, make/suggest necessary changes to management to improve productivity.
  • Analyze each process in a business to check for improvement and optimization.
  • Responsible for research on various factors affecting system migration, including the data protection and implementation of new technologies to improve and streamline system performance.
  • Supplements other skill categories by providing unique cybersecurity knowledge in areas that require in-depth current knowledge of NIST SP 800-53, 800-601, FedRAMP, and other digital engineering, compliance and cyber security requirements.
  • Participates in all phases of task performance with emphasis on planning, analysis, testing, documentation, and acceptance.
  • Prepares and delivers presentations and briefings as required. Examples of specific duties by specialty include (a) flow of data, (b) incorporate internal control processes within The LTBR system, and (c) indexing methods.
  • Advise customers on the design of complex databases (e.g., schema and subschema details).
  • Defines specialized aspects of the customer's database administrator documentation.
  • Performs detailed comparisons of various database systems.
  • Performs duties in a complex, distributed, heterogeneous computing environment, which may involve different types of hardware platforms, operating systems applications, and network environments.
  • Provides expertise in data storage systems. Develops backup and archival policies and procedures. Configures storage systems software to meet requirements.
  • Performs administration tasks (monthly reporting, tracking technical documentation, installations, monitoring, recovering, rebuilding, upgrading, patching and performance tuning).
  • Implement software solutions for performance enhancement, operator interface, and increased customer capability.

Knowledge, Skills and Abilities:
  • Knowledge of cybersecurity frameworks and federal compliance requirements, including NIST SP 800-53, NIST 800-601, FedRAMP, and ATO processes.
  • Understanding business process improvement, system migration, data protection, database administration, and enterprise IT environments.
  • Analyze and optimize business processes, including shipping and receiving operations, to improve productivity and efficiency.
  • Conduct cybersecurity, system migration, and technology research to enhance system performance and compliance.
  • Perform project planning, analysis, testing, documentation, reporting, and technical presentations.
  • Administer databases and storage systems, including backup, recovery, patching, monitoring, upgrades, and performance tuning.
  • Lead complex cybersecurity and IT modernization projects within distributed, multi-platform environments.
  • Recommend and implement technology solutions that improve security, compliance, system performance, and operational effectiveness.
  • Advise stakeholders on database design, data management, internal controls, and cybersecurity best practices.
  • Manage projects and technical teams to successfully deliver mission‑critical objectives.
