Job summary

Serco is seeking a Senior Technical Project Manager to lead large, complex IT projects within the CMS Eligibility Support program. You will drive schedules, risks, dependencies, and stakeholder communications while coordinating with multiple project managers and vendors.

The role requires seven+ years of IT project leadership, PMP certification, and the ability to obtain a Public Trust. Travel up to 10% is expected as needed to meet program objectives.

Position Description & Qualifications

Looking for an opportunity to lead complex, high-impact technical projects as a Senior Technical Project Manager? Bring your project management experience and technical expertise to support the CMS Eligibility Support Program.

Serco supports implementation of the Affordable Care Act as the prime contractor for the CMS Eligibility Support contract under the Division of Offline Verifications and Operations.

Serco is seeking a Senior Technical Project Manager to manage complex technical projects from initiation through completion. This position will oversee project schedules, resources, risks, dependencies, technical requirements, testing, implementation, and customer communication. The Senior Technical Project Manager may also provide leadership to other project managers and support program-level initiatives consisting of multiple related projects.

In This Role, You Will:

  • Manage large, complex technical projects from initiation through completion.

  • Manage three to four large technical projects in different lifecycle phases simultaneously.

  • Manage program-level initiatives that include multiple related projects requiring close coordination with project managers.

  • Develop and maintain project schedules, milestones, dependencies, risks, issues, action items, and status reports.

  • Monitor project progress and implement corrective actions when schedule, quality, productivity, or customer objectives are at risk.

  • Lead project briefings, technical meetings, and status reviews with customer representatives, company leadership, project teams, and external vendors.

  • Coordinate with technical managers to secure the personnel and resources required to achieve project objectives.

  • Analyze dependencies across assigned projects and other active program initiatives.

  • Develop risk mitigation and contingency plans.

  • Ensure projects follow established procedures, governance requirements, contract expectations, and delivery schedules.

  • Support compliance with applicable Serco administrative policies, human resources practices, contract administration procedures, laws, and regulations.

  • Prepare memoranda, reports, presentations, and other project documentation for daily and weekly meetings.

  • Analyze user, system, and application needs and evaluate technical and functional requirements.

  • Confirm that proposed solutions and designs align with approved project requirements.

  • Review test plans and scenarios and support production deployments to minimize disruption to program operations.

  • Conduct spot audits to verify that project managers are following required governance and project management processes.

  • Support the development of statements of work, operating models, policies, standards, procedures, and performance measures for application management.

  • Facilitate Joint Application Design sessions and maintain focus on approved objectives, scope, and achievable project timelines.

  • Document lessons learned and develop recommendations for process improvements.

  • Train and mentor team members on Scaled Agile Framework principles, governance processes, project leadership, and Serco objectives.

  • Lead assigned teams, meetings, and administrative activities.

  • Perform additional duties and responsibilities as assigned.

To be successful in this role you will have:

  • A bachelor’s degree in any field.

  • A minimum of seven years of experience leading information technology projects or programs.

  • An active Project Management Professional certification.

  • The ability to obtain and maintain a Public Trust.

  • The ability to travel up to 10 percent, as required.

  • Experience applying at least one of the following project delivery methodologies: Scaled Agile Framework, Agile, Scrum, or Waterfall software development lifecycle.

  • Experience leading projects or programs through scheduled delivery.

  • Experience simultaneously leading three to four large-scale technical projects.

  • Experience managing project or program teams that include internal and external resources.

  • Experience presenting project or program information to executive sponsors.

  • Experience communicating technical project information to both technical and nontechnical audiences.

  • Experience using Microsoft Word, Excel, PowerPoint, Visio, and Project.

  • Experience using Jira, SharePoint, and ServiceNow.

Preferred Qualifications:

  • Scaled Agile Framework Agilist, Scrum Master, PMI Agile Certified Practitioner, or Information Technology Infrastructure Library certification.

  • Experience supporting the federal government or another highly regulated environment.

  • Experience leading cloud modernization initiatives in Amazon Web Services or Microsoft Azure environments.

  • Familiarity with Capability Maturity Model Integration, operational governance, and enterprise project management office standards.

  • Knowledge of project management processes, practices, strategies, and methods.

  • Experience resolving conflicts among project managers, technical teams, stakeholders, or vendors.

  • Experience leading across multiple business and technology organizations.

  • Ability to approach project challenges creatively and analytically.

  • Ability to operate independently and make timely project decisions.

  • Ability to adapt project plans to changing priorities, requirements, and timelines.

  • Ability to influence stakeholders and obtain support from executive sponsors, team members, and peers.

  • Ability to lead, motivate, and hold project teams accountable for assigned deliverables.
