Role

LMI seeks a Senior Technical Program Manager to serve as the primary technical lead for the USPS account. The TPM will own end-to-end deployment of a diverse portfolio of enterprise technologies into the USPS production environment, be accountable for cost, schedule, quality, and adoption, and maintain strong relationships with USPS stakeholders.

Key Responsibilities

• Act as LMI’s senior technical point of contact for the USPS account.
• Ensure on-time, on-budget delivery across multiple platforms and technologies.
• Own the full lifecycle of technology deployments (intake, design, build, integration, test, deployment, sustainment).
• Prioritize and allocate resources across concurrent projects to manage workload and deconflict deliveries.
• Build and sustain trusted relationships with USPS stakeholders and act as a senior advisor on solution approach.

Technical Leadership & Standards

• Translate mission and business needs into technical architectures, delivery roadmaps, and Agile backlogs.
• Lead delivery using Agile methodologies (Scrum, SAFe, Kanban); manage backlogs, sprints, and release planning.
• Drive CI/CD and DevSecOps practices and enforce architecture, coding, integration, and release standards.
• Apply human-centered design and CX/UX best practices to ensure usability, accessibility (Section 508), and adoption.
• Direct configuration and deployment of platform solutions, bespoke and AI-assisted custom development, and COTS integrations.
• Stay current on GenAI/agentic AI, low-code/no-code platforms, cloud advances, and modern tooling.

Quality & Portfolio Management

• Govern technical quality and enforce standards across teams and subcontractors.
• Manage cost, schedule, scope, and performance; track financials and forecast spend.
• Identify and mitigate technical, security, schedule, and delivery risks proactively.
• Ensure compliance with federal cybersecurity, authorization/ATO, data governance, privacy, and accessibility requirements.
• Lead hiring, onboarding, performance management, and subcontractor coordination for a multidisciplinary team.
• Maintain technical and program documentation, provide regular briefings and status updates, and manage contractual deliverables and service levels.

Qualifications

Minimum

• Bachelor’s degree in a technical field or equivalent experience.
• Minimum 10 years of experience across software engineering, solution architecture, and/or technical program/project management, including enterprise technology delivery and cloud deployments.
• Demonstrated end-to-end deployment experience across two or more of: Microsoft ecosystem (Microsoft 365 / Power Platform / Azure), AI/GenAI solutions, COTS products, and custom software.
• Experience with ServiceNow architecture and modern software development practices (DevSecOps, CI/CD).
• Proven Agile delivery leadership (Scrum, SAFe, Kanban) and portfolio management with accountability for cost, schedule, scope, quality, and risk.
• Familiarity with federal IT governance, cybersecurity, ATO, data governance, and Section 508 accessibility.
• Strong stakeholder management and communication skills; proficiency with Microsoft Office (Word, Excel, PowerPoint).
• PMP or equivalent program-management credential and an Agile/Scrum certification (e.g., PMI-ACP, CSM, PSM, SAFe).
• U.S. citizenship and ability to obtain and maintain a USPS Public Trust Clearance.

Preferred

• Master’s degree or MBA with technology focus.
• Prior USPS or federal civilian agency experience supporting technology deployments.
• Hands-on experience with GenAI/agentic AI platforms and AI-assisted development tooling (including rapid AI-assisted development).
• Experience with low-code/no-code platforms, obtaining ATO for SaaS/PaaS, and familiarity with data engineering, ETL, analytics, and ML.
• Relevant certifications: ServiceNow (CSA/CIS/CAD), Microsoft (Azure/Power Platform/Microsoft 365), cloud certifications (AWS/Azure/Google Cloud), advanced Agile/SAFe certifications, ITIL, cybersecurity credentials (CompTIA Security+, CISSP, CISM).

Reporting & Authority

Reports to the LMI USPS Account Lead and serves as LMI’s primary technical leader on the account. Has authority to set delivery standards, prioritize work, approve technical approaches, escalate risks, and recommend staffing decisions. Regularly interacts with USPS senior IT and business stakeholders.

Location & Clearance

Position is located in Washington, DC. U.S. citizenship and ability to obtain and maintain a USPS Public Trust Clearance are required.
