Job description

The Company

Cape was founded in early 2022 by Palantir and Anduril alums with deep expertise in privacy and national security. While running Palantir’s US national security business, our CEO became passionate about privacy and security on mobile devices. Our mission is to be a force for good in global wireless.

At Cape, we are not just another cellular service provider; we are the architects of a privacy‑centric movement that starts with the devices in your pocket. We are building a cellular network that helps citizens, including those responsible for our nation’s security, regain control of their own data.

We believe that where we are, where we go, and whom we are with are among our most personal information and should be kept private. Privacy is not something you achieve by limiting yourself or by doing less; it is a set of features to be built so you can do more. We have raised money from Andreessen Horowitz and other top‑tier VCs, and are excited to grow the team.

The Team

We are relentless builders, constantly innovating and pushing the boundaries of what a telco can do. At Cape we trust our teammates to be great, and expect them to make profound impact. As a member of our team, you will collaborate with some of the smartest engineers, architects, and builders anywhere, working across organizational lines to deliver for our customers, every time.

The Role

We are looking for a Technical Program Manager (TPM) to join our security, engineering, and product teams and make an immediate impact. In this role, you will drive the execution of complex, cross‑functional programs and projects that are pivotal to enabling core technologies and functionality critical to our business. You will be responsible for designing, implementing, and optimizing processes to streamline workflows, reduce friction, and ensure the seamless integration of technologies across our platforms.

As a TPM, you will take ownership of tracking and stabilizing projects, removing roadblocks, and anticipating both internal and external customer needs. Your primary goal is to empower our engineers by ensuring they can focus on solving the technical challenges they’re best equipped to handle, while you handle the operational complexity. You will be at the forefront of driving initiatives that integrate technologies to serve our diverse customer base, including Government, Enterprise, and Consumer sectors.

Here are some ways you’ll make an impact
  • On‑time, high‑quality delivery of projects that enable the core technologies essential to the business.

  • Reduced friction and streamlined workflows across engineering and product teams.

  • Clear, proactive communication and resolution of potential risks or issues before they impact progress.

  • Empowered engineering teams that can focus on high‑value technical problems, without being hindered by operational challenges.

  • Successful integration of technologies that meet the needs of Government, Enterprise, and Consumer customers.

Are you the candidate we are looking for? (Requirements for the role) You have:
  • Program Execution & Leadership: Proven ability to manage complex, cross‑functional projects and drive them to successful completion with minimal oversight.

  • Process Optimization: Expertise in identifying inefficiencies, optimizing workflows, and implementing scalable processes that improve team productivity and collaboration.

  • Cross‑Functional Influence: Strong collaboration and communication skills to work effectively with engineering, product, and other stakeholders, driving alignment and buy‑in on key initiatives.

  • Problem‑Solving & Risk Management: Strong ability to foresee potential challenges, mitigate risks, and resolve issues swiftly to keep projects on track.

  • Customer‑Centric Mindset: A deep understanding of customer needs, with the ability to ensure product and technology solutions align with both internal goals and customer expectations.

  • Technical Understanding: Familiarity with technical concepts and the ability to engage with engineering teams to understand technical challenges, priorities, and dependencies.

  • Adaptability: Comfortable working in a fast‑paced, evolving environment with a strong ability to adjust priorities and tactics as needed.

  • Bachelor’s degree in a relevant field, or equivalent practical experience.

  • 5 years of experience in program management or equivalent field.

  • 3 years of experience managing cross‑functional and/or cross‑team projects.
