Job summary

Sayari is hiring a Technical Program Manager to own delivery of an enterprise program deploying the Sayari Platform inside U.S. Customs and Border Protection. The program has two parallel tracks: configuring the platform for CBP mission workflows and guiding the system through the DHS security authorization process (ATO).

You will own the plan, dependencies, and accountability for both. Senior individual contributor based in the Washington, D.C. area.

Qualifications

• 7+ years delivering technology programs for U.S. federal customers, including at least one system you personally took through a federal security authorization (ATO).
• Working knowledge of FISMA, the NIST RMF, NIST SP 800-53, and the authorization package artifacts.
• Experience with at least one federal deployment model: Govt cloud, agency cloud tenancy, or on-premises secure env.
• Program management fundamentals: integrated master schedules, critical path, risk registers, action logs, and reporting.
• Technical fluency without writing code: architecture, authorization boundaries, data flows, IaC, change control.
• Ability to hold government stakeholders to commitments with documentation.
• U.S. citizenship and ability to obtain DHS/CBP clearance.

Responsibilities

Position Description

Sayari is hiring a Technical Program Manager to own delivery of an enterprise program deploying the Sayari Platform inside U.S. Customs and Border Protection. The program has two parallel tracks: configuring the platform for CBP mission workflows, and taking the system through the DHS security authorization process (Authority to Operate) so it can process live government data. You own the plan, the dependencies, and the accountability for both.

Federal deployments take several forms: a Sayari-operated enclave in a government cloud region, a deployment into an agency-provisioned cloud tenancy, or an on-premises installation. Each changes who provides the security controls, who may access the environment, what personnel security is required, and how long authorization takes. You will build the schedule around those tradeoffs.

Senior individual contributor based in the Washington, D.C. area. Expect to be on-site at CBP [2 to 3 days per week], more during kickoff and assessment fieldwork. Much of the job is producing documents the government will read, sign, or act on, so clear writing matters. Reports to the SVP of Government Solutions and Services.

How This Role Fits the Team

• Forward Deployed Engineers configure the platform, write infrastructure-as-code, build the agents that automate CBP workflows, and implement technical controls.
• The Account Executive owns the commercial relationship, executive sponsorship, and expansion.
• You turn contract obligations into a plan and the plan into weekly accountability for Sayari, subcontractors, and the government. In every CBP working session, you convert open questions into written decisions with an owner and a date.

Job Responsibilities

Program Ownership

• Integrated program plan: Build and maintain the master schedule for deployment and authorization: work breakdown, critical path, dependencies, and explicit allowances for each government-side gate.
• Contract delivery: Own scope, schedule, and contractual milestones from award through go-live. Track every deliverable, key personnel requirement, and reporting obligation.
• Deployment model decisions: Lead the analysis of hosting and boundary options with Sayari Security, Infrastructure, and the FDE team. Present the tradeoffs to CBP and Sayari leadership and drive a decision.

Security Authorization (ATO)

• Run the authorization program: Own Sayari's side of the NIST Risk Management Framework process under DHS policy, from kickoff to ATO letter. Sequence and track every package artifact, from categorization and System Security Plan through Security Assessment Report and POA&Ms.
• Coordinate the producers: Partner with the Sayari Security team, who own control implementation and package content, and with Infrastructure and the FDEs, who build the environment the package describes.
• Manage the assessors: Contract and manage the independent third-party assessor. Schedule a readiness review before formal fieldwork, close remediation before submission, and keep the government's Security Control Assessor engaged throughout.
• Work the government gates: Coordinate with the CBP System Owner, ISSO, ISSM, CISO, Privacy Office, and Authorizing Official through document review and the authorization decision.
• Ongoing authorization: After the ATO, establish the continuous monitoring, change control, POA&M, and annual assessment cadence, then hand it to a steady-state owner.

Compliance Workstreams

• Privacy: Coordinate the Privacy Threshold Analysis, Privacy Impact Assessment, and System of Records Notice determinations, and deliver the technical content (data elements, flows, retention, retrieval paths) the government needs to complete them.
• Accessibility: Manage Section 508 conformance: Trusted Tester coverage, test plan and results, remediation, and the Accessibility Conformance Report.
• Operational obligations: Security operations and monitoring arrangements, incident reporting timelines, supply chain and software attestations, and government-furnished information handling.

Personnel Security

• Clearance pipeline: Own pre-screening, background investigation tracking, reciprocity, badging, and system access for every Sayari and subcontractor person on the program. Plan work around who is cleared to touch which environment on which date.

Government Stakeholder Management

• Accountability: Build working relationships across CBP program, technical, security, privacy, contracting, and cloud governance offices. Run the recurring cadence, keep a shared action log, follow up on government-side actions, and put the schedule impact of any slip in writing.

Internal Coordination

• Single source of truth: Maintain the plan, risk register, dependency map, decision log, and status reporting for Sayari leadership and the government.
• Requirements to work: Map CBP mission workflows to platform capabilities with the FDE team, then scope and sequence the engineering work.

Skills & Experience

Required

• 7+ years delivering technology programs for U.S. federal customers, including at least one system you personally took through a federal security authorization (ATO) to a signed letter.
• Working knowledge of FISMA, the NIST Risk Management Framework, NIST SP 800-53, and the authorization package artifacts. Able to read a Security Requirements Traceability Matrix and assign ownership across engineering, security, and the government.
• Experience with at least one federal deployment model: vendor-operated government cloud (AWS GovCloud, Azure Government), agency-provisioned cloud tenancy, or on-premises secure environment.
• Program management fundamentals: integrated master schedules, critical path analysis, risk registers, action and decision logs, and executive and customer reporting. Experience coordinating personnel security (background investigations, badging, system access) for a contractor team.
• Technical fluency without writing code: architecture, authorization boundaries, data flows, infrastructure-as-code, and change control.
• A record of holding government stakeholders you do not manage to commitments, with patience and documentation.
• U.S. citizenship and ability to obtain and maintain the DHS/CBP background investigation required for the role (Tier 4 or Tier 5). Lawful permanent resident status does not meet DHS requirements for this position.

Preferred

• Current DHS or CBP background investigation, suitability determination, or clearance.
• Prior DHS or CBP program delivery, including DHS 4300A policy, the DHS security authorization process, and the DHS Trusted Tester methodology.
• Federal privacy compliance (PTA, PIA, SORN) and Section 508 experience.
• Familiarity with CBP trade and customs workflows or import and export risk analysis.
• Familiarity with agentic AI platforms, large language models, or graph analytics.
• PMP, PgMP, CGRC, or CISSP certification.
• Experience at a high-growth government or defense technology company.

Compensation

The target base salary for this position is $180,000 - $228,000 plus bonus and equity. Final offer amounts are determined by multiple factors including location, local market variances, candidate experience and expertise, internal peer equity, and may vary from the amounts listed above.
