• Own and refine the product backlog, prioritizing features, epics, and user stories based on business value and technical guidance.
• Translate portfolio goals and network strategy into clear, executable work items for engineers.
• Interface with internal customers, project teams, and partners to capture requirements and communicate progress.
• Engage in deep technical discussions around firewalls, cloud connectivity, VLANs, network segmentation, and secure access across a distributed nationwide network.
• Coordinate SAFe practices within the Agile Release Train and collaborate with Product Managers, Release Train Engineers, and engineering squads.
• Work with Engineering, Architecture, Agility Enablement, and operations to ensure delivered capabilities provide cohesive value for passenger transportation operations.
• Define and track KPIs to measure value, surface risks early, and provide transparent progress updates to leadership.

Job Title: Technical Product Owner – Network Connectivity & Access

Location: Remote (DC area preferred) with occasional on-site in Washington, DC, Philadelphia, PA, or Wilmington, DE

Employment Type: Contract (W2 through ZipStaff — No C2C or 1099)

About the Opportunity

ZipStaff is seeking an experienced Technical Product Owner – Network Connectivity & Access to drive network product strategy and delivery for a major transportation organization.

Operating within the Enterprise Platforms & Enablement portfolio under the Connecting Infrastructure value stream, this role serves as the strategy layer between senior product leadership and engineering teams. You will own feature backlogs, translate complex network and architectural requirements into actionable user stories, and partner with internal customers—including real estate development teams—to deliver high-performing, resilient, and secure network infrastructure across a nationwide distributed environment.

What You’ll Do:

• Own and refine the product backlog, prioritizing features, epics, and user stories based on business value, customer feedback, technical feasibility, and architectural guidance.
• Bridge the gap between senior product leaders and development teams by translating portfolio goals and network strategy into clear, executable work items for engineers.
• Interface directly with internal customers, project team members, real estate development partners, and business leaders to capture requirements and communicate delivery progress.
• Actively participate in deep technical discussions around firewalls, cloud connectivity, VLANs, network segmentation, and secure access across a distributed nationwide network.
• Champion Scaled Agile Framework (SAFe) methodologies within the Agile Release Train, coordinating closely with Product Managers, Agile Coaches, Release Train Engineers, and engineering squads.
• Coordinate across Engineering, Architecture, Agility Enablement, and operational teams to ensure delivered capabilities provide cohesive business value for passenger transportation operations.
• Define and track key performance and reliability metrics to measure value delivery, surface risks early, and provide transparent progress updates to leadership.

Required Qualifications:

• 5+ years of relevant experience in technical product ownership, product management, or technical delivery leadership within complex enterprise IT environments.
• Strong IT infrastructure background with a deep understanding of core networking concepts, including firewalls, cloud connectivity, VLANs, network segmentation, and secure access models.
• Demonstrated hands-on experience operating within Agile development environments; practical experience within Scaled Agile Framework (SAFe) environments strongly preferred.
• Bachelor’s degree in Computer Science, Information Technology, Engineering, or equivalent applied experience.
• Required proficiency with Jira Software and Confluence.
• Exceptional problem-solving, communication, and facilitation skills, with a self-starter mindset and the ability to influence stakeholders and converse intelligently on complex network topics.
• Ability to work primarily remote, with flexibility for occasional in-person work in Washington, DC, Philadelphia, PA, or Wilmington, DE.

Preferred Qualifications:

• SAFe POPM or ITIL certifications.
• Experience with FigJam, Jira Align, or AgilityHealth.
• Background supporting network infrastructure in transportation, operations-focused, or large distributed enterprise environments.
• Prior experience partnering with real estate development or similar internal customer groups on connectivity and access needs.
