Job summary

GovCIO is seeking a Technical Project Manager to support the VA Data Modernization initiative. This role acts as the technical coordinator and delivery lead for workspace provisioning, intake optimization, automation enablement, and integration of cloud-based data tools.

This position will be fully remote located within the United States. Responsibilities include guiding Azure-based platform delivery, coordinating cloud engineers and Databricks SMEs, and driving SAFe agile execution to deliver

Responsibilities

• Oversee technical delivery of pre-created workspaces with common toolsets.
• Manage intake workflow: map users to personas, workspaces, and access.
• Lead cloud platform initiatives coordinating engineering, security, and DevSecOps.
• Provide Azure platform leadership including provisioning, networking, identity, and data services.
• Drive SAFe execution, PI planning, sprint and dependency management.
• Collaborate with architects to translate requirements into technical solutions.
• Lead operational readiness across DevSecOps, IaC, CI/CD, and security compliance.
• Create workspaces in PreProd and Prod with proper RBAC and security configurations.
• Ensure Databricks linked services and data lake integrations are in place.
• Deliver Definition of Done with SME coordination and provisioning timelines.
• Track blockers and drive automation or workflow improvements.
• Coordinate Databricks SMEs and Enablement teams for onboarding and data access.
• Manage timelines to provide initial workspace within 1–2 days when possible.
• Facilitate access to DevTest data, cloud tools, training resources, and help desks.
• Coordinate post-provisioning activities.

GovCIO is seeking a Technical Project Manager to support the Department of Veterans Affairs (VA) Data Modernization initiative. This role acts as the technical coordinator and delivery lead for workspace provisioning, intake optimization, automation enablement, and integration of cloud-based data tools. The Technical Project Manager will oversee end‑to‑end technical execution, working closely with cloud engineers, data platform teams, and Databricks SMEs to ensure timely delivery of secure, fully configured workspaces. This position will be fully remote located within the United States.

Responsibilities

• Oversee the technical delivery of pre‑created workspaces equipped with common toolsets for rapid onboarding and provisioning.

• Manage the intake workflow, ensuring new users are correctly mapped to the appropriate personas, workspaces, and access configurations.

• Lead complex cloud platform initiatives for VA Program, coordinating engineering, architecture, security, DevSecOps, and customer teams to deliver scalable and reliable enterprise capabilities within the VA environment.

• Provide technical program leadership across Microsoft Azure, including platform provisioning, Azure infrastructure/services, networking, identity/access, data services, and integration dependencies across Azure Commercial and government cloud environments.

• Drive Agile/SAFe execution, including PI Planning, sprint and dependency management, technical roadmap development, risk/issue management, milestone tracking, and cross-team coordination to ensure platform commitments are delivered on schedule.

• Partners with architects and engineering leads to translate business and customer requirements into actionable technical solutions, identifying dependencies, architectural constraints, security requirements, and infrastructure needs while facilitating technical decision‑making.

• Lead platform operational readiness and continuous improvement across DevSecOps, Infrastructure as Code/Terraform, CI/CD, security/ATO compliance, monitoring, capacity, and customer onboarding, while providing clear technical status, risks, metrics, and recommendations to VA Program and VA leadership.

• Lead the creation of workspaces in both PreProd (live data) and Prod environments, ensuring Service Principals, RBAC roles, access controls, and security configurations are correctly implemented.

• Ensure timely setup of Databricks linked services, mount points, VHA Data Lake integrations, and catalog creation ahead of user handoff.

• Manage technical deliverables required for Definition of Done, including white‑glove support integration, SME coordination, and provisioning timelines.

• Track blockers in the intake workflow and collaborate with engineering teams to implement automation or workflow improvements.

• Serve as the primary point of coordination for Databricks SMEs and Summit Customer Enablement teams supporting onboarding, data access, and ongoing assistance.

• Manage timelines to ensure users receive their initial workspace within the targeted 1–2 days whenever possible.

• Facilitate user empowerment activities, helping ensure access to DevTest data, new cloud tools, training resources, and help desk channels.
